Any person seeking to impeach or establish a will must make a complaint in accordance with the provisions of West Virginia Code 41-5-11 through 13. Any interested person objecting to the qualifications of the personal representative or the venue or jurisdiction of the court, shall file notice of an objection with the County Commission within 60 days after the date of the first publication or within 30 days of the service of the notice, whichever is later. The RITCHIE COUNTY HISTORIC LANDMARKS COMMISSION, A CERTIFIED LOCAL GOVERNMENT, is requesting bids for the replacement of the roof and gutter system of the historic BANK OF CAIRO BUILDING at 320 MAIN STREET in CAIRO, WV.

 

The project completion date is no later than May 30th, 2018 and will be reviewed by the West Virginia State Historic Preservation Office. Contractors will be selected based upon (1) cost, (2) experience with similar historic preservation projects, and (3) proven ability to complete a project. The contractor must carry out the described work in compliance with the Secretary of Interior’s Standards for Rehabilitation.

The City of Vienna is announcing that the Analysis of Brownfields Cleanup Alternatives (ABCA) for the cleanup of the former Johns Manville industrial site, is available for public review and comment. The site is located at 2905 2nd Avenue, Vienna, West Virginia. The ABCA was prepared as a requirement of the US EPA Brownfield Grant awarded to the City of Vienna for the remediation of the Johns Manville site. The document, as well as previous environmental assessment documents for the site, can be viewed during normal business hours at the City of Vienna, 609 29th Street, Vienna or at the Vienna Public Library located at 2300 1st Avenue, Vienna beginning January 3rd, 2018. A public meeting will be held at 6:30 PM on Monday, February 12th, 2018 at the Vienna Public Library. PROGRESS OF TIF PROJECT PLANS AND TIF PROJECTS

IN THE TAX INCREMENT FINANCING DISTRICT KNOWN AS THE AVERY COURT REDEVELOPMENT DISTRICT #3 WHICH HAS BEEN ESTABLISHED BY THE CITY OF

PARKERSBURG

 

A public hearing will be held at a regular meeting of the City Council of the City of Parkersburg, West Virginia (the âCityã) on February 13, 2018 at 7:30 p.m. prevailing time, in the Council chambers of the Parkersburg Municipal Building, located at #1 Government Square, Parkersburg, West Virginia, and at such public hearing any person interested may appear before the City Council of the City (ãCouncilã) and present comments and suggestions regarding the City of Parkersburg Redevelopment Project District No. 1 (the âTIF Districtã), established pursuant to an ordinance enacted by the City on January 25, 2005, and the approved project plans for the TIF District (the âProject Plansã). The approved Project Plan for the TIF District includes the Avery Court Redevelopment (Project No. 1), approved pursuant to an Ordinance enacted by the City on July 26, 2005. At such public hearing all comments, protests and suggestions shall be heard by the City Council regarding the TIF District, the approved Project Plans for the TIF District, and the progress of such Project Plans and the projects included therein, in accordance with Chapter 7, Article 11B of the Code of West Virginia, 1931, as amended (the âWest Virginia Tax Increment Financing Actã). Following is a brief summary of such matters.

 

The TIF District

 

The TIF District was created on July 26, 2005 pursuant to an Ordinance enacted by Council for the purpose of providing for the redevelopment of a portion of the central downtown district of the City. The boundaries of the District are Eleventh Street, Cornwall Street, Parcel 233, Tax Map 76 and Avery Street in the City of Parkersburg.

 

The TIF Project Plans

 

Project Plan No. 1 consists generally of the acquisition, construction and equipping of a high density multi-family residential development with parking by the Phoenix Group, LLC, a West Virginia limited liability company.

 

Tax Increment Financing Obligations

 

Tax Increment Revenue Bonds for the purpose of funding a portion of the cost of Project Plan No. 1, were sold on May 1, 2006. The total bond sale was $2 Million.

The tracts of land hereinabove described are a portion of that same real estate conveyed unto Pettyville Gardens Limited Partnership, from Rick L. Perdue and Sharon Perdue, husband and wife, by the following two deeds:
