INVITATION TO BID CONTRACT W 20-01
3rd AVENUE WATER MAIN REPLACEMENT

The City of Vienna is seeking sealed bids for the 3rd Avenue Water Main Replacement project located within the City of Vienna.

Bidding documents and specifications are available at the office of the Public Works Director, Vienna Utility Board, 210 60th Street, Vienna, WV 26105.

Sealed proposals will be received until 9:00 a.m. on Friday, September 27, 2019, at the above address, at which time they will be publicly opened and read aloud. No bid may be withdrawn after that time for a period of ninety (90) days.

Proposals received after that time will not be accepted and will be returned to the bidder unopened. Sealed proposals should be clearly marked âSealed Bid Contract W 20-01ã.

The City of Vienna reserves the right to reject any or all bids, and to waive any informality therein:

Bidders will be required to comply with the President’s Executive Order No. 11246 which prohibit discrimination in employment regarding race, creed, color, sex, and national origin.

A certified check or bank draft payable to the City of Vienna, Wood County, or a Bid Bond executed by the bidder and bidder and surety company approved by the City of Vienna, in the amount equal to five percent (5%) of the bid.
There will not be any bid bonds returned or waived because the bidder failed to (or able to) comply with the requirements set forth in the plans, specifications, and any applicable statutes of the United States, West Virginia, or local ordinances.

Any contractor submitting a bid on this project hereby certifies, acknowledges, and indicates that he/she has a license and meets the qualifications required by the statues of the state and subdivision in which the work is to be performed.

No bids will be accepted without a Contractor’s WV License Number included on the bid submission.

Second Maintenance Plan for the 1997 Ozone
Nonattainment Areas
Parkersburg, WV (Comprising Wood County)

The West Virginia Department of Environmental Protection (DEP), Division of Air Quality (DAQ) is soliciting comment and will hold a public hearing on the proposed West Virginia Department of Environmental Protection Second Maintenance Plan for the Parkersburg, WV 1997 Ozone NAAQS Maintenance Area (Comprising Wood County).

The first Maintenance Plan for the Charleston area was approved by the United States Environmental Protection Agency (U.S. EPA) concurrent with the Parkersburg area redesignation to attainment with the 1997 Ozone National Ambient Air Quality Standard (NAAQS) effective June 7, 2007. Under Clean Air Act (CAA) section 175A(b), states must submit a revision to the first Maintenance Plan eight years after redesignation to attainment to provide for maintenance of the NAAQS for an additional ten years following the end of the first 10-year period. The second Maintenance Plan was delayed because the U.S. EPA’s final implementation rule for the 2008 ozone NAAQS revoked the 1997 ozone NAAQS and removed the requirement for a second Maintenance Plan for areas that had been redesignated to attainment with the 1997 ozone NAAQS and were designated attainment with the 2008 ozone NAAQS. The D.C. Circuit (2018) in South Coast Air Quality Management District v. EPA vacated U.S. EPA’s previous interpretation therefore, states must now submit Maintenance Plans for the second maintenance period.

Air quality monitoring data collected in this area continues to demonstrate attainment of the NAAQS. Historical and projected emissions show that existing state and federal requirements are sufficient to maintain the NAAQS in the Parkersburg area. The area has been designated attainment with both the 2008 and 2015 ozone NAAQS, which are more stringent than the 1997 ozone NAAQS.

The State of West Virginia is requesting that U.S. EPA approve a second 10-year Maintenance Plan for the Parkersburg area with respect to the 1997 8-hour ozone NAAQS. Once finalized the Second Maintenance Plan for the Parkersburg, WV 1997 Ozone NAAQS Maintenance Area (Comprising Wood County) will be submitted to U.S. EPA for approval and incorporation as a revision to the State Implementation Plan (SIP).

A public hearing will be held at 6 PM, November 5th, 2019 at the following location:
