These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Parkersburg/Wood County HOME Consortium

REQUEST FOR RELEASE OF FUNDS

On or about August 26, 2019 the Parkersburg/Wood County HOME Consortium will submit a request to the U.S. Housing & Urban Development for the release of HOME Investment Partnership funds under Title II of the Cranston-Gonzales National Affordable Act, to undertake a project known as 809 West Fourth Street Williamstown, WV CHDO New Home Construction for the purpose of The Consortium will provide funding to its Community Housing Development Organization (CHDO) to construct a single family home located at 809 West Fourth Street Williamstown, WV. Once constructed, the home will be sold to an eligible low income homebuyer. $85,000 in HOME funds will be awarded to the CHDO as a subrecipient of the Parkersburg/Wood County HOME Consortium. The overall projects budget is $125,000.

FINDING OF NO SIGNIFICANT IMPACT

The Parkersburg/Wood County HOME Consortium has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Parkersburg Development Department, Fifth Floor of the Municipal Building One Government Square, Parkersburg, WV 26102 and may be examined or copied weekdays 8:00 A.M. to 4:00 P.M.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to Ryan Barber, Development Projects Administrator. All comments received by August 23, 2019 will be considered by the City of Parkersburg prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The Parkersburg/Wood County HOME Consortium certifies to HUD that Tom Joyce in his capacity as Parkersburg City Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Parkersburg to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of fund and the City of Parkersburg’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Parkersburg; (b) the City of Parkersburg has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD/Pittsburgh Field Office at William Moorhead Federal Building 1000 Liberty Avenue, Suite 1000. Pittsburgh, PA 15222-4004. Potential objectors should contact HUD/Pittsburgh Field Office to verify the actual last day of the objection period.

FOR ENGINEERING SERVICES

The Jackson County Development Authority wishes to obtain engineering services for the following project:

30,000 Square Foot Manufacturing/Distribution Shell Building

PROJECT WILL CONSIST OF:

For the design and required engineering to construct a 30,000 square foot shell building with the ability to expand if necessary, in the future. The building will be situated on a 5-acre lot located in the Jackson County Maritime and Industrial Center.

Engineering services required may include any or all the following services: preliminary design, assistance with funding applications, final design, bidding, services during construction, construction inspection, and any general services required to complete the project.

Procurement of these services shall be in conformity with the applicable laws and regulations of the State of West Virginia and any applicable federal agencies. Contract is to be awarded on a lump sum basis. All consultants interested in being considered for this project should submit a brief proposal detailing qualifications, technical expertise, management and staffing capabilities and related prior experience. The goal of the competitive procurement process is to objectively select the firm who will provide the highest quality of service at a realistic fee. Accordingly, technical qualifications and related prior experience will be weighted heavily. Selected respondents may be interviewed.

Please submit a statement of interest and qualifications to Mark Whitley, Executive Director, Jackson County Development Authority, 167 Seneca Drive, Ripley, WV 25271 by the close of business September 6, 2019. Questions regarding this request for proposals may be directed to the Development Authority at 304-372-1151.

The selected firm will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Conflict of Interest Statement and Access to Records provisions. Alternative Federal and State funding requirements may also apply.

The Jackson County Development Authority will afford full opportunity for minority and women owned business enterprises to submit a show if interest in response to the invitation and will not discriminate against any firm or individual on the grounds of race, creed, color, sex, age, handicap status or national origin in the contract award.

The consulting engineering firm agrees to make âpositive effortsã when subcontracting any portion of the total contract. This shall be done in compliance with the six (6) affirmative steps as outlined in 40 CFR 33.240. Failure to demonstrate positive efforts to do so may lead to disallowance of engineering fees for federal funds.

NOTICE is hereby given that Hope Gas, Inc., dba Dominion Energy West Virginia (the âCompanyã), a public utility, has filed with the PUBLIC SERVICE COMMISSION OF WEST VIRGINIA, an application containing decreased rates, tolls and charges for furnishing natural gas service to all of its customers at various locations in the Counties of Barbour, Boone, Braxton, Calhoun , Clay, Doddridge, Gilmer, Harrison, Jackson, Kanawha, Lewis, Lincoln, Logan, Marion, Marshall, Mason, McDowell Mingo, Monongalia, Nicholas, Pleasants, Preston, Putnam, Raleigh, Randolph, Ritchie, Roane, Taylor, Tucker, Tyler, Upshur, Wetzel, Wirt, Wood and Wyoming.

The proposed decreased rates and charges will become effective November 1, 2019, unless otherwise ordered by the Public Service Commission and will decrease revenues approximately $4.1 million annually, a decrease of 3.54%. The average monthly bill for the various classes of customers will be changed as follows:

Resale customers of the Company include Standard Gas Co., Consumers Gas Utility Co., Cardinal Natural Gas Company – Northern Division (Lumberport), Mountaineer Gas Co., Southern Public Service Co., Cardinal Natural Gas Company – Northern Division (Blacksville), and Peoples Gas WV LLC.

The decreases shown are based on the averages of all customers in the indicated classes. Each class may receive a decrease greater or less than stated here. Individual customers may receive decreases that are greater or less than average. Furthermore, the requested decreased rates and charges are only a proposal and are subject to change (increase or decrease) by the Public Service Commission in its review of this filing. Any increase or decrease in rates and charges will not become effective until authorized and approved by the Public Service Commission. (If a hearing is conducted, notice will be given of the time and place of hearing.)

A complete copy of the proposed rates, as well as a representative of the Company to provide any information requested concerning it, is available to all customers, prospective customers, or their agents at the Bridgeport office of the Company, 102 Cambridge Place, Bridgeport, West Virginia.

A copy of the proposed rates is available for public inspection a the office of the Executive Secretary of the PUBLIC SERVICE COMMISSION at 201 Brooks Street, Charleston, West Virginia.

The 30-C procedure is designed to provide a procedure for changing rates charged to customers by natural gas distribution utilities based exclusively on the cost of purchased gas. Consequently, protest should be limited to the reasonableness of such costs and the method by which they are calculated. Anyone desiring to protest or intervene should file a written protest or notice of intervention within twenty-five (25) days following the date of this publication unless otherwise modified by Commission order. Failure to timely intervene can affect your rights to protest any rate increases or to participate in future proceedings. Requests to intervene must comply with the Commission’s rules on intervention set forth in the Commission’s Rules of Practice and Procedure. All interventions must be mailed or hand-delivered and be addressed to the Executive Secretary, Public Service Commission of West Virginia, Post Office Box 812, Charleston, West Virginia 25323, with copies to Brien J.
