UPON APPLICATION

NOTICE is hereby given that MOUNTAINEER GAS COMPANY, a public utility, has filed with the PUBLIC SERVICE COMMISSION OF WEST VIRGINIA, an application containing decreased rates, tolls and charges for furnishing natural gas service to approximately 220,000 customers at various locations in the Counties of Barbour, Berkeley, Boone, Braxton, Brooke, Cabell, Calhoun, Clay, Doddridge, Fayette, Gilmer, Grant, Greenbrier, Hancock, Hardy, Harrison, Jackson, Jefferson, Kanawha, Lewis, Lincoln, Logan, Marion, Marshall, Mason, McDowell, Mercer, Mineral, Mingo, Monongalia, Monroe, Nicholas, Ohio, Pendleton, Preston, Putnam, Raleigh, Randolph, Ritchie, Roane, Summers, Tucker, Tyler, Upshur, Wayne, Wetzel, Wirt, Wood, and Wyoming.

The proposed decreased rates and charges will become effective November 1, 2019, unless otherwise ordered by the Public Service Commission, and will reduce revenue approximately $3,848,000 annually, a reduction of approximately 3.9%.

The average monthly bill for the various classes of customers of MOUNTAINEER GAS COMPANY will be changed as follows:

Resale customers of MOUNTAINEER GAS COMPANY include Canaan Valley Gas Co., Consumers Gas Utility Co., Dominion Hope, Megan Oil and Gas, City of Philippi and Southern Public Service Company.
The decrease shown are based on averages of all customers in the indicated class. Each class may receive a decrease greater or less than stated here. Individual customers may receive decreases that are greater or less than average. Furthermore, the requested decreased rates and charges are only a proposal and are subject to change (increases or decreases) by the Public Service Commission in its review of this filing. Any decrease in rates and changes will not become effective until authorized and approved by the Public Service Commission. If a hearing is conducted, notice will be given of the time and place of hearing.

A complete copy of the proposed rates, as well as a representative of the Company to provide any information requested concerning it, is available to all customres, prospective customers, or their agents at the following offices of the Company:

The Rule 30-C procedure is designed to provide a procedure for changing rates charged to customers by natural gas distribution utilities based exclusively on the cost of purchased gas. Consequently, protest should be limited to the reasonableness of such costs and the method by which they are calculated. Anyone desiring to protest or intervene should file a written protest or notice of intervention within twenty-five (25) days following the date of this publication unless otherwise modified by Commission order. Failure to timely intervene can affect your rights to protest any rate increases and to participate in future proceedings. Requests to intervene must comply with the Commissionás rules on intervention set forth in the Commissionsás Rules of Practice and Procedure. NOTICE TO CUSTOMERS

Appalachian Power plans to maintain a portion of its power line rights of way in West Virginia through aerial application of registered herbicides. Weather permitting, the program will begin on or about June 1, 2019.

Questions about the program or information about sensitive areas near the power lines listed below, such as springs, wells, streams, lakes, ponds, orchards, crop areas, gardens, pastures, meadows, year-round dwellings, public recreation areas, and Christmas tree farms, may be directed to the company by calling toll-free 1-800-642-3622.

Right-of-way maintenance agreements between the company and landowners are available to those preferring to accept responsibility for clearing the right of way crossing their property in lieu of aerial herbicide applications. Such agreements provide for compensation equivalent to the cost of aerial herbicide maintenance, provided the work meets the company’s specifications.

Landowners desiring to enter into right-of-way maintenance agreements with Appalachian Power should call the toll-free number above, or contact the nearest office as listed below. Maps showing the location of rights of way to be maintained in their areas also are available for inspection at these offices.

Herbicides to be used have been extensively tested and are registered by the U.S. Environmental Protection Agency and the West Virginia Department of Agriculture. They are glyphosate, imazapyr, metsulfuron methyl, fosamine, triclopyr, aminocy- clopyrachlor and aminopyralid. All applications are performed by certified applicators.

Kammer-Mountaineer 765 kV ­ A transmission line on steel structures beginning at the Mitchell Plant in Moundsville, running south and passing the mid-points of Proctor, New Martinsville, Sistersville, St. Marys and Belmont. The line then passes through the Belmont Station, running southeast and passing the mid-points of Walker, Rockport, Sandyville, Ripley and Letart, and ending at the Mountaineer Plant in New Haven.

Complaints about possible damage resulting from herbicides may be made by contacting the company at the above toll-free number or the local office listed below. Complaints also may be directed to the state Department of Agriculture, Pesticide Regulatory Programs Unit, which may be contacted in Charleston at 1-304-558-2209.

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Parkersburg/Wood County HOME Consortium

REQUEST FOR RELEASE OF FUNDS

On or about August 26, 2019 the Parkersburg/Wood County HOME Consortium will submit a request to the U.S. Housing & Urban Development for the release of HOME Investment Partnership funds under Title II of the Cranston-Gonzales National Affordable Act, to undertake a project known as 2605-2607 11th Avenue Parkersburg, WV/CHDO New Home Construction for the purpose of The Consortium will provide funding to its Community Housing Development Organization (CHDO) to construct a single family home located at 2605/2607 11th Avenue Parkersburg, WV. Once constructed, the home will be sold to an eligible low income homebuyer. $44,095 in HOME funds will be awarded to the CHDO as a subrecipient of the Parkersburg/Wood County HOME Consortium. The overall projects budget is $125,000.

FINDING OF NO SIGNIFICANT IMPACT

The Parkersburg/Wood County HOME Consortium has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Parkersburg Development Department, Fifth Floor of the Municipal Building One Government Square, Parkersburg, WV 26102 and may be examined or copied weekdays 8:00 A.M. to 4:00 P.M.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to Ryan Barber, Development Projects Administrator. All comments received by August 23, 2019 will be considered by the City of Parkersburg prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The Parkersburg/Wood County HOME Consortium certifies to HUD that Tom Joyce in his capacity as Parkersburg City Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Parkersburg to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of fund and the City of Parkersburg’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Parkersburg; (b) the City of Parkersburg has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD/Pittsburgh Field Office at William Moorhead Federal Building 1000 Liberty Avenue, Suite 1000. Pittsburgh, PA 15222-4004. Potential objectors should contact HUD/Pittsburgh Field Office to verify the actual last day of the objection period.
