RUNWAY 3-21 REHABILITATION

The Wood County Airport Authority is requesting proposals for the Runway 3-21 Rehabilitation Project at the Mid-Ohio Valley Regional Airport near Parkersburg, WV. Sealed Proposals will be received by the Wood County Airport Authority, at the Mid-Ohio Valley Regional Airport, 543 Airport Rd, Williamstown, WV 26187, (via FedEx, UPS or hand delivery only) until 2:00 p.m. prevailing time one the 29th day of August, 2019. The proposals will then be publicly opened and read aloud in the Airport Conference Room (late proposals will not be accepted).

All proposals must be submitted as ONE ORIGINAL & ONE COPY in accordance to the Instructions to Bidders and submitted in a single, sealed proposal envelope marked:

A Non-Mandatory Pre-Bid Meeting will be held at the Mid-Ohio Valley Regional Airport, in the Airport Conference Room at 11:00 a.m. on the 9th day of August, 2019.

A satisfactory Bid Bond executed by the bidder or an acceptable surety in an amount equal to 10% of the bid shall be submitted with each bid.l (Cashiers Check may serve as 10% Bid Bond and will be returned uncashed upon bid resolution). The successful bidder will be required to furnish and pay for a satisfactory Performance and Payment Bond in the amount of 100% of the bidderás contract amount. Successful bidders will be required to obtain all permits necessary.

Davis Bacon Wage Determinations for WestVirginia, Wood County shall apply and Certified payrolls shall be submitted for this project.

Any Bid withdraw shall be governed by WV Code 5-22-2. Each bidder must insure that all employees and applicants for employment are not discriminated against because of race, creed, color, sex or national origin.

The Wood County Airport Authority reserves the right to accept or reject any and all bids. The Authority further reserves the right to waive any informality in a bid or reject such an informal bid if it is to their advantage to do so.

Petition for consent and approval to enter into an asset conveyance agreement to acquire select facilities from an affiliate in support of regulated utility service.

NOTICE OF FILING

On May 31, 2019, Hope Gas, Inc., doing business as Dominion Energy West Virginia(Hope) filed a duly verified petition for consent, pursuant to W. Va. Code Œ 24-2-12, to acquire from its affiliate, Dominion Gathering & Processing, Inc. (DGP) certain facilities (DPG Facilities), pursuant to the terms of the Asset Conveyance Agreement with DGP, for operation as part of Hopeás regulated gas utility business and for approval of other rate-related relief.

Hope proposes to acquire the DGP Facilities, which serve approximately 9,800 farm tap customers, who are also customers under Hopeás tariff, including Rate Schedule RS, Residential Service, and which facilities also serve natural gas producers. Hope provides natural gas service in the Counties of Barbour, Boone, Braxton, Calhoun, Clay, Doddridge, Gilmer, Harrison, Jackson, Kanawha, Lewis, Lincoln, Logan, Marion, Marshall, Mason, McDowell, Mingo, Monongalia, Nicholas, Pleasants, Preston, Putnam, Raleigh, Randolph, Ritchie, Roane, Taylor, Tucker, Tyler, Upshur, Wetzel, Wirt, Wood and Wyoming, West Virginia.

The application is on file and available for public inspection at the Public Service Commissionás offices, 201 Brooks Street, Charleston, West Virginia.

The purchase price Hope will pay to DGP for the DGP Facilities is zero based on the December 31, 2018, net book value plus the net book value of any adjustments on DGPás books pertaining to the DGP Facilities since the end of 2018; however, there are operation, maintenance and other costs that Hope will incur to operate and maintain the DGP Facilities. Hope currently estimates the annual, going-level of those costs to be approximately $14,245,430 per year (Going Level Costs) and the projected annual incremental revenue requirement to be approximately $18,026,961.

Hope anticipates closing on the acquisition of the DGP Facilities after issuance of a Public Service Commission order granting consent to the acquisition. Hope is not proposing a change in base rates in this case, but has requested assurance from the Commission that Hope will be able to recover in future base rate proceedings the projected, annual incremental revenue requirement pertaining to the estimated, annual reasonable and representative going-level costs. For the DGP Facilities, less certain gross revenues. In this case, Hope asks the Commission to approve a formula to use in future base rate proceedings to calculate the Going Level Costs.

The Commission set a procedural schedule, including a hearing on the Application, if necessary, that will begin at 9:30 a.m. on November 21, 2019, in the Howard M. Cunningham Hearing Room at the Commissionás offices at 201 Brooks Street, Charleston, West Virginia.

Anyone desiring to protest or intervene in this case should file a written protest or request to intervene within thirty (30) days following the date of this publication unless otherwise modified by Commission order. All requests to intervene should briefly state the reason for the request to intervene and comply with the rules on intervention set forth in the Commissionás Rules of Practice and Procedure. Failure to timely protest or intervene can affect your right to protest aspects of this case or participate in future proceedings. Appalachian Power plans to maintain a portion of its power line rights of way in West Virginia through aerial application of registered herbicides. Weather permitting, the program will begin on or about June 1, 2019.

Questions about the program or information about sensitive areas near the power lines listed below, such as springs, wells, streams, lakes, ponds, orchards, crop areas, gardens, pastures, meadows, year-round dwellings, public recreation areas, and Christmas tree farms, may be directed to the company by calling toll-free 1-800-642-3622.

Right-of-way maintenance agreements between the company and landowners are available to those preferring to accept responsibility for clearing the right of way crossing their property in lieu of aerial herbicide applications. Such agreements provide for compensation equivalent to the cost of aerial herbicide maintenance, provided the work meets the company’s specifications.

Landowners desiring to enter into right-of-way maintenance agreements with Appalachian Power should call the toll-free number above, or contact the nearest office as listed below. Maps showing the location of rights of way to be maintained in their areas also are available for inspection at these offices.

Herbicides to be used have been extensively tested and are registered by the U.S. Environmental Protection Agency and the West Virginia Department of Agriculture. They are glyphosate, imazapyr, metsulfuron methyl, fosamine, triclopyr, aminocy- clopyrachlor and aminopyralid. All applications are performed by certified applicators.

NOTICE OF FILING

On May 31, 2019, Hope Gas, Inc., doing business as Dominion Energy West Virginia(Hope) filed a duly verified petition for consent, pursuant to W. Va. Code Œ 24-2-12, to acquire from its affiliate, Dominion Gathering & Processing, Inc. (DGP) certain facilities (DPG Facilities), pursuant to the terms of the Asset Conveyance Agreement with DGP, for operation as part of Hopeás regulated gas utility business and for approval of other rate-related relief.

Hope proposes to acquire the DGP Facilities, which serve approximately 9,800 farm tap customers, who are also customers under Hopeás tariff, including Rate Schedule RS, Residential Service, and which facilities also serve natural gas producers. Hope provides natural gas service in the Counties of Barbour, Boone, Braxton, Calhoun, Clay, Doddridge, Gilmer, Harrison, Jackson, Kanawha, Lewis, Lincoln, Logan, Marion, Marshall, Mason, McDowell, Mingo, Monongalia, Nicholas, Pleasants, Preston, Putnam, Raleigh, Randolph, Ritchie, Roane, Taylor, Tucker, Tyler, Upshur, Wetzel, Wirt, Wood and Wyoming, West Virginia.

The application is on file and available for public inspection at the Public Service Commissionás offices, 201 Brooks Street, Charleston, West Virginia.

The purchase price Hope will pay to DGP for the DGP Facilities is zero based on the December 31, 2018, net book value plus the net book value of any adjustments on DGPás books pertaining to the DGP Facilities since the end of 2018; however, there are operation, maintenance and other costs that Hope will incur to operate and maintain the DGP Facilities. Hope currently estimates the annual, going-level of those costs to be approximately $14,245,430 per year (Going Level Costs) and the projected annual incremental revenue requirement to be approximately $18,026,961.

Hope anticipates closing on the acquisition of the DGP Facilities after issuance of a Public Service Commission order granting consent to the acquisition. Hope is not proposing a change in base rates in this case, but has requested assurance from the Commission that Hope will be able to recover in future base rate proceedings the projected, annual incremental revenue requirement pertaining to the estimated, annual reasonable and representative going-level costs. For the DGP Facilities, less certain gross revenues. In this case, Hope asks the Commission to approve a formula to use in future base rate proceedings to calculate the Going Level Costs.

The Commission set a procedural schedule, including a hearing on the Application, if necessary, that will begin at 9:30 a.m. on November 21, 2019, in the Howard M. Cunningham Hearing Room at the Commissionás offices at 201 Brooks Street, Charleston, West Virginia.

TO: TO ALL INTERESTED PARTIES

YOU ARE HEREBY INFORMED, that a petition for adoption of the above-identified child born to James Michael Ashwell and Aleisha Morgan Ashwell, has been filed in the Circuit Court of Wood County. A hearing will be held on the 23rd day of September, 2019 at 11:00 A.M., before Judge Robert A. Waters, at the Wood County Judicial Building, 3rd Floor, #2 Government Square, Parkersburg, West Virginia, pursuant to Article 22 of Chapter 48 of the West Virginia Code, as amended.

If you fail to appear at the hearing on the date and time specified, or if you fail to file a written response to the allegations contained in the petition for adoption, further action may be taken including the granting of the adoption without any further notice to you. You written response should be addressed to George M. Torres, Parkway Center, 3901 Briscoe Run Road, Parkersburg, West Virginia, 26104 and to the Wood County Clerk, Wood County Judicial Building, #2 Government Square, Parkersburg, West Virginia, 26101.
