NOTICE OF ETC STATUS

 

On March 25, 2105, Boomerang Wireless, LLC, (Boomerang) a public telecommunications utility, applied to the Public Service Commission, pursuant to Section 214(e)(2) of the Telecommunications Act of 1996, as amended, for designation as an Eligible Telecommunications Carrier (ETC) in additional areas of West Virginia to obtain federal universal service fund (USF) support for providing wireless Lifeline services. Boomerang meets all the necessary qualifications to expand its ETC designation under the Act solely to participate and provide services supported by low-income USF programs The service Boomerang offers will include providing handsets at no cost to eligible subscribers and benefits wireless eligible wireless customers by increasing competitive choices.

According to federal guidelines, a carrier seeking ETC status must advertise on a regular basis in media targeted to the general residential market throughout its service areas and in a manner substantially similar to the media that the serving incumbent local exchange carrier advertises in the particular service area.

On July 6, 2016, the Commission granted the application. Boomerang will provide these services under its approved trade name(s).

This notice is being provided in accordance with Commission requirements and is not for the purpose of seeking public comment or protest.

The purpose of this public notice is to inform affected citizens and invite public comments on proposed changes to the HOME Program. As part of its Citizen Participation Plan, the City will receive written comments on the amendment until August 26, 2016. An open meeting to discuss this amendment was held during the City of Parkersburg’s Finance Committee meeting Monday August 1, 2016 as well as at the Parkersburg City Council Meeting Tuesday August 9, 2016. Comments should be submitted to the Development Department, One Government Square, and P.O. Box 1627, Parkersburg, WV 26102. The City shall consider any such comments received, and if appropriate, modify the proposed changes. Any such comment shall be included as part of the City’s submission of the amendment to HUD. Changes proposed and changes adopted by the City Council are available for review during business hours at the Development Department, Fifth Floor, Municipal Building, between the hours of 8 A.M. and 4:30 P.M. The purchasers at the sale shall be responsible for paying the recording costs and also the tax on the privilege of transferring real property (the cost of the tax stamp to be affixed to the deed). MUNICIPAL MAINTENANCE FACILITIES

The Division of Water and Waste Management is proposing to reissue the General WV/NPDES Water Pollution Control Permit to regulate the discharge of wastewater from state highway or municipal maintenance facilities. The General Permit will authorize the operation and maintenance of establishments engaged in highway maintenance and repair which have vehicle maintenance, material handling and storage, and/or vehicle fueling and lubrication, vehicle washing facilities, and/or domestic sewage disposal systems, or parts thereof, and the direct or indirect discharge of treated wastewater to the waters of the State. It is proposed that this General Permit be issued for a five (5) year term.

 

The General Permit is intended to cover discharges to waters of the state from state highway or municipal maintenance facilities engaged in the maintenance activities of highways or streets and the associated actions relative to the implementation of those activities. The discharges will be primarily storm water. Other facilities with similar type storm water discharges may potentially be covered on a case by case basis. However, certain facilities engage in vehicle washing and/or have sewage treatment facilities on site that also require permitting. Nearly all of the facilities to be permitted under this General Permit are already in existence. This General Permit is intended to allow for one (1) registration to cover multiple discharges at a facility.

 

The Director of the Division of Water and Waste Management retains authority to require any owner/operator to apply for and obtain an individual WV/NPDES Permit. This authority will be exercised when the Director determines that such individual permit will better protect the receiving water.

 

The Draft Permit and Fact Sheet may be inspected by appointment between 8:00 a.m. and 4:00 p.m., Monday through Friday at the Department of Environmental Protection, Division of Water and Waste Management, Public Information Office, 57th Street SE, Charleston, WV  25304. Copies of the documents may be obtained from the Division at a nominal cost.

 

Any interested persons may submit written comments on the Draft Permit. Comments will be accepted until September 19, 2016. They should be addressed to:
