PUBLIC NOTICE
The Wood – Washington – Wirt Interstate Planning Commission (WWW) well hold a special meeting of the Policy Board on August 24, 2020. The purpose of the meeting is to receive authorization from the Policy Board to enter into a consultant contract for the development of the Long-Range Transportation Plan (LRTP) 2045. The LRTP is a transportation planning document required to have a twenty-year planning period, be financially feasible, pass air quality conformity tests, have a multimodal component consisting of transit, bicycle and pedestrian considerations, include recommended priority improvements, and include performance measures reporting requirements. The Policy Board will also be requested to approve an amendment to WWW’s Fiscal Year 2021 Unified Planning Work Program (UPWP). The amendment is to revise the UPWP budget to reflect the LRTP project cost. Anyone interested in reviewing proposed resolutions can visit the agency website located at www.triplw.org. Due to COVID-19 public distancing requirements the meeting will tack place virtually via Microsoft Teams on August 24, 2020 at 10:00 am. All WWW board meetings are open to the public. Sealed Bids for the construction of the Freeport Water Extension project will be received by the Claywood Park Public Service District at their office located at 594 Davisville Road, Davisville 26142 (mailing address: PO Box 127 Parkersburg, WV 26102-0127), until 11:00 AM local time on September 15, 2020. at which time the Bids received will be publicly opened and read.

FREEPORT WATER LINE EXTENSION: Unit price contract to construct approximately 12,830 feet of 6″ waterline(includes 370 feet of 8″ HDPE), 7,120 feet of 4″ waterline, 350 feet of 2″ waterline, 61 feet of highway borings, 102 feet of open cut with steel casing, 60 feet of stream crossings, 1,230 feet of horizontal directional drilling, 10 valves, 5 flushout assemblies, 3 air release assemblies, 3 fire hydrants, 1 tie-ins to existing mains, 1 hydroconstant booster station and other work required to have a complete operating system.

By the submission of its bid, the bidder, offer or, applicant, or subcontractor certifies that he does not maintain or provide for his employees any segregated facilities at any of his establishments, and that he does not permit his employees to perform their services at any location, under his control, where segregated facilities are maintained. “DBE REQUIREMENTS”
Each Bidder must fully comply with the requirements, terms, and conditions as set forth in the contract documents to achieve Disadvantaged Business Enterprise (DBE) participation during the performance of this contract. The bidder commits itself to the program for DBE participation and all other requirements, terms, and conditions of the bid conditions by submitting a properly signed bid.
The bidder agrees to make “good faith efforts” to subcontract a portion of the total value of the contract to Disadvantaged businesses. This shall be done in compliance with the six (6) good faith efforts as outlined in 40 CFR 31.36(e). Failure to demonstrate good faith efforts may lead to the rejection of bids. For the purpose of this program, the term “subcontractor” includes all construction, modification, and service work contracted by the bidder in the execution of the work under this contract.

“NONDISCRIMINATION IN EMPLOYMENT”
“Bidders on this work will be required to comply with the President’s Executive Order No. 11246. The requirements for bidders and contractors under this order are explained in the specifications.”
A five percent (%5) Bid Bond or certified cashier’s check must accompany all bids. The Owner reserves the right to waive any informalities or to reject any or all bids. No Bidder may withdraw his bid within 90 days after the actual date of the opening thereof.

Test were performed as required by the WV Department of Health. The locations selected by Union Williams PSD to complete the tests did not match the site plan submitted to the WV Health Department. This was the reason for the violation. There were no concerns over water quality. A new site plan was submitted to avoid future violations.

Test were performed as required by the WV Department of Health. The locations selected by Union Williams PSD to complete the tests did not match the site plan submitted to the WV Health Department. This was the reason for the violation. There were no concerns over water quality. A new site plan was submitted to avoid future violations.

NOTICE OF FILING AND HEARING

On May 29, 2020, Hope Gas, Inc., doing business as Dominion Energy West Virginia (Hope) filed its Annual Pipeline Replacement and Expansion Program (PREP) Filing with revised PREP Rates, pursuant to W. Va. Code § 24-2-1k, which authorizes the Public Service Commission of West Virginia to approve cost recovery of projects to replace, upgrade, and expand natural gas utility infrastructure that are deemed to be just and reasonable and in the public interest.

In its Application, Hope projects PREP capital investment for calendar year 2021 of $53.9 million as part of its multi-year plan. The Application also contains a true-up for actual versus projected 2019 calendar year PREP capital investment activity. The PREP covers several categories of plant asset replacements and improvements, including mains, service lines, regulator stations and other plant equipment. These plant investments are proposed to be made in Hope service territories throughout the State. These projects are identified in the Application, which is on file and available for public inspection at the Commission’s offices at 201 Brooks Street, Charleston, West Virginia.

Hope proposes to recover costs associated with these investments through an additional increment within the fixed or volumetric, base rate component of its rates depending on the applicable rate schedule under which service is rendered, to be effective on November 1, 2020. Hope projects that if the program and rate increments are approved as requested, the average monthly bill for its various classes of customers will be changed on November 1, 2020, as follows:

The increases shown are based on averages of all customers in the indicated classes. Each class may receive an increase greater or less than stated here. Individual customers may receive increases that are greater or less than average. Furthermore, the requested increased rates and charges are only a proposal and are subject to change (increase or decrease) by the Public Service Commission in its review of this filing. Any increase in rates and charges will not become effective until authorized and approved by the Public Service Commission.

The Commission set a procedural schedule, including a hearing on the Application, if necessary, that will begin at 9:30 a.m. on Thursday, September 24, 2020, in the Howard M. Cunningham Hearing Room at the Commission’s offices at 201 Brooks Street, Charleston, West Virginia. If no opposition to the Application is received by the Commission within one week of the hearing date, the hearing may be waived and the Commission may issue a final order within 150 days of the Application filing date.

Anyone desiring to intervene should file a written petition to intervene within 20 days following the date of this publication unless otherwise modified by Commission order. All requests to intervene should briefly state the reason for the request to intervene and comply with the rules on intervention set forth in the Commission’s Rules of Practice and Procedure.
