NOTICE OF FILING AND HEARING

On August 21, 2019, Monongahela Power Company and The Potomac Edison Company (together Companies) filed their petition for review, requesting increased rates for their Vegetation Management Surcharge (VMS) to be effective January 1, 2020. The proposed increase is projected to result in a total annual increase in rates of $7,605,391. This amount is comprised of an actual VMS over-recovery balance of $6,115,133 as of June 30, 2019, and a projected under-recovery of $21,241,036 for the 2020/2021 rate effective period. This is an overall increase in total revenue and average rates of 0.5 percent. The primary reasons for the requested increase are (i) the movement to a four-year Vegetation Management Plan cycle from a five-year cycle and (ii) increased operations and maintenance work instead of capital work because of rights-of-ways now being reclaimed.

The hearing in this case is scheduled to begin on November 15, 2019, at 9:30 a.m., in the Howard M. Cunningham Hearing Room, Public Service Commission, 20 l Brooks Street, Charleston, West Virginia. Interested persons may attend the hearing and make public comment.

Anyone desiring to petition to intervene should file a written petition within ten days following the publication of this notice. Direct Testimony of all interveners in this case will be due October 30, 2019. Failure to timely seek to intervene can affect your rights to participate in future proceedings. NOTICE OF FILING AND HEARING

On August 21, 2019, Mon Power and PE requested that this Commission open its annual review of Expanded Net Energy Costs (ENEC) for the historical review period of July 1, 2018 through June 30, 2019 and establish new ENEC rates to become effective January 1, 2020. The Companies request that the Commission approve a total decrease of $6,117,651. This amount consists of an actual $29,415,400 over-recovery deferred ENEC balance as of June 30, 2019, and a projected$16,782,012 under-recovery for the 2020 forecasted rate effective period. The proposed decrease also includes continued recovery of boiler modification capital costs for MATS/CSAPR compliance in the amount of $7,558,615 for 2020 and a refund of $1,042,877 from the true-up associated with the elimination of the energy efficiency rider. In support of the rate request, the Companies filed direct testimony from five witnesses with attached exhibits.

This matter is scheduled for an evidentiary on Friday, November 15, 2019. The hearing will begin at 9:30 a.m. in the Howard M. Cunningham Hearing Room, Public Service Commission, 201 Brooks Street, Charleston, West Virginia. Interested persons may attend the hearing and make public comment.
