NOTICE OF FILING AND HEARING

On July 31, 2019, Mountaineer Gas Company (Mountaineer) filed its annual Application for approval of an Infrastructure Replacement and Expansion Program for 2020 (2020 IREP) with revised IREP rates for 2020, pursuant to W. Va. Code Œ 24-2-1k, which authorizes the Public Service Commission of West Virginia to approve cost recovery of projects to replace, upgrade and expand natural gas utility infrastructure that are deemed to be just and reasonable and in the public interest.

In its annual Application, Mountaineer forecasts capital investment for calendar year 2020 of approximately $41 million as part of its multi-year plan, which includes $1 million for the Eastern Panhandle Expansion Project. The 2020 IREP covers several categories of plant asset replacements and improvements, including mains, service lines, measurement and regulator stations, and house regulators and farm taps. These plant investments are proposed to be made in Mountaineer service territories throughout the State. These investments are identified in the Application, which is on file and available for public inspection at the Commissionás offices at 201 Brooks Street, Charleston, West Virginia, and which may be viewed on the Commissionás website, www.psc.state.wv.us.

Mountaineer proposes to recover costs associated with these investments through a reduced IREP rate component to be effective on January 1, 2020, within the fixed or volumetric base rate component of its rates, depending on the applicable rate schedule under which service is rendered. As part of Mountaineerás pending general base rate proceeding, Case Number 19-0319-G-42T, IREP investment made prior to January 1, 2019, will be moved into new base rates to take effect on January 1, 2020. Mountaineer projects that if the IREP program and IREP rate reduction are approved as requested, the average monthly bill for its various classes of customers will be changed on January 1, 2020, as shown below:

The decreases shown above are expected to be offset by new base rates. When both the revised base rates and the IREP rate decreases are in effect during 2020, the total amount due on monthly bills for Mountaineer customers may not be lower than, and in fact likely will be higher than, the amount that was billed each month during 2019.

The decreases shown above are compared to the IREP rates currently in place and are based on averages of all customers in the indicated class. Each class may receive a decrease greater or less than stated here. Individual customers may receive decreases that are greater or less than average. Furthermore, the requested rates and charges are only a proposal and are subject to change (increase or decrease) by the Public Service Commission in its review of this filing. Any decrease in IREP rates and charges will not become effective until authorized and approved by the Public Service Commission.

The Commission set a procedural schedule, including a hearing date on the Application, if necessary, that will begin at 9:30 a.m. on Tuesday, November 5, 2019, in the Howard M. Cunningham Hearing Room at the Commissionás offices at 201 Brooks Street, Charleston, West Virginia. If no opposition to the Application is received by the Commission within one week of the hearing date, the hearing may be waived and the Commission may issue a final order within 150 days of the Application filing date.

Anyone desiring to intervene should file a written petition to intervene within 20 days following the date of this publication unless otherwise modified by Commission order. All requests to intervene should briefly state the reason for the request to intervene and comply with the rules on intervention set forth in the Commissionás Rules of Practice and Procedure. The Commission will receive public comments until the beginning of the hearing. DURATION AND CONTINUATION OF PUBLIC HEARINGS: In the event a public hearing is not completed by 11:00 p.m. on the scheduled date, it will be recessed and will be reconvened on the following day, at the location from which the public hearing was recessed, to begin at 3:30 p.m. The public hearings and any reconvened sessions of the public hearings shall end at the conclusion of business or 11:00 p.m., whichever occurs earlier.

ALTERNATE PLACES/DATES OF THE PUBLIC HEARINGS: If, when a public hearing is called to order, it is determined that the meeting facility is of insufficient size, the location of the public hearing shall be subject to change. If the location of the public hearing is changed for this reason, the public hearing shall be recessed and reconvened one hour later than its originally scheduled time on the same evening at an alternate location. A notice reflecting any change in the public hearing location shall be posted at the original meeting location.
Should any listed hearing be unable to be held on the scheduled date due to inclement weather or other factors, the same will be rescheduled and held on the first available alternate date at the same location and time as the originally scheduled hearing. The alternate dates of October 7, 2019 through October 10, 2019 have been established. If more time is still needed to complete said hearings, each day after October 10, 2019, excluding Sundays, will be utilized until all hearings are concluded.

PROPOSED ACTION OF THE BOARD: The closure of Waverly Elementary School (Pre-K ä Grade 6) and consolidating the Pre-K ä Grade 5 students from Waverly Elementary, along with the Pre-K ä Grade 5 students from the bond-approved closing Williamstown Elementary School (Pre-K ä Grade 6) into the new Williamstown-Waverly Elementary School and the consolidation/merger of the Grade 6 Waverly Elementary School students, along with the Grade 6 Williamstown Elementary School students, into Williamstown Middle/High School (Grade 7-12) at the close of the 2019-2020 school year; the closure of Worthington Elementary School and consolidation/merger of K ä Grade 5 students from Worthington Elementary(K ä Grade 5) into Emerson Elementary School (K ä Grade 5) at the close of the 2019-2020 school year; and the closure of McKinley Elementary School (K ä Grade 5) and consolidation/merger of K ä Grade 5 students from McKinley Elementary into Jefferson Elementary Center (Pre- K ä Grade 5) at the close of the 2019-2020 school year.

The vote on all school closures/mergers/consolidations will be conducted at the conclusion of the final public hearing.

SUBMISSION OF WRITTEN MATERIALS: Written materials may be submitted for consideration by the Board. Written materials must be physically received in the Office of the Superintendent, 1210 13th Street, Parkersburg, West Virginia 26101, by the end of the business day on October 2, 2019.

PUBLIC PARTICIPATION: Members of the public may be present, submit statements and testimony and question county school officials. Members of the public who desire to submit statements and testimony or to question county school officials shall be afforded an opportunity to register beginning one hour prior to the start of the public hearing and ending at the start of the public session. Persons shall not be permitted to register at any reconvened public hearing sessions. Persons shall be called upon in the order of registration. All questions shall be initially directed to the Superintendent who may answer the questions or designate another school official to address the question. Based upon the number of persons who register, the Board may limit, in a uniform manner, the time allotted to each individual. However, the time allotted may not be limited to a period of less than three minutes. Registered individuals may not assign or relinquish their allotted time to another individual. Responses to questions by school officials shall not be included in a period of allotted time.

The City of Vienna Parks Department is seeking bids for the purchase of a custom made Christmas Lighting Display for Jackson Park.

Bidding documents and specifications are available at the office of the Purchasing Agent, Vienna City Hall, 609 29th Stree, Vienna, WV 26105

Sealed Proposals will be received until 10:00 AM on Friday, September 27, 2019 at the above address, at which time they will be publicy opened and read aloud. No bid may be withdrawn after that time for a period of ninety (90) days.

Proposals received after that time will not be accepted and will be returned to the bidder unopened. Sealed proposals should be clearly marked âSEALED BID #CC 20-01ã.

Prospective bidders may contact Steve Black at (304) 295-5070, ext. 366 between the hours of 8:00 AM to 4:00 PM, Monday through Friday, for additional information regarding the bid specifications.
