PUBLIC NOTICE OF CHANGE IN RATES BY MUNICIPALITIES

 

NOTICE is hereby given that the City of Williamstown, a public utility, has adopted by ordinance on September 4, 2018, a tariff containing increased rates, tolls and charges for furnishing water service to 1,552 customers at Williamstown in the County of Wood, West Virginia.

 

The proposed increased rates and charges will become effective Nov. 1, 2018 unless otherwise ordered by the Public Service Commission and will produce approximately $11,660 annually in additional revenue, an increase of three percent.  The average monthly bill for the various classes of customers will be changed as follows:

Industrial       $ 9.16                              3%

 

Government      $ 5.00                              3%

 

The increases shown are based on averages of all customers in the indicated class.  Individual customers may receive increases that are greater or less than average.  Furthermore, the requested rates and charges are only a proposal and are subject to change (increases or decreases) by the Public Service Commission in its review of this filing.  This Commission shall review and approve or modify the increased rates only upon the filing or a petition within thirty (30) days of the adoption of the ordinance changing said rates or charges by:

 

(1). Any customer aggrieved by the changed rates or charges who presents to the Commission a petition signed by not less than twenty-five percent of the customers served by such municipality operated public utility; or

 

(2). Any customer who is served by a municipally operated public utility and who resides outside the corporate limits and who is affected by the change in said rates or charges and who presents to the Commission a petition alleging discrimination between customers within and without the municipal boundaries.  Said petition shall be accompanied by evidence of discrimination; or

 

(3). Any customer or group of customers who are affected by said change in rates who reside within the municipal boundaries and who present a petition to the commission alleging discrimination between said customer or group of customers and other customers of the municipal utility.  Said petition shall be accompanied by evidence of discrimination.

 

All petitions should be addressed to the Executive Secretary, Public Service Commission of West Virginia, 201 Brooks Street, P.O. Box 812, Charleston, WV  25323.

The Wood County Commission is requesting sealed bids for a timber cutting project at Veterans Park.

 

A mandatory pre-bid meeting will be held at 9:00 am, on September 21, 2018,  at Veterans Park.  This pre-bid meeting must be attended in order for your bid to be accepted for review.  A bid specification packet will be available during this meeting.  All sealed bids must be turned in to the County Administrator’s Office, on or before 4:00 P.M. on September 26, 2018, via mail or hand delivered to No.1 Court Square, Suite 203, Parkersburg, WV 26101.  Bids will be opened at the September 27, 2018 regular scheduled County Commission meeting.  For complete details please call Jeremy Cross, Wood County Parks Director, at 304-588-0916 or e-mail at jcross@woodcountywv.com.

Lumos Networks residential customers may be eligible for Lifeline Assistance, which is a federal government assistance benefit that helps individuals pay for basic, local telephone service. An eligible customer may receive monthly discounted service on either a wireline or wireless connection, but is available for only one connection per household. You may qualify for this Plan if you participate in one or more of the following Federal or State Assistance Programs:

 

ó Supplemental Nutrition Assistance Program (SNAP)

ó Medicaid

ó Supplemental Security Income (SSI)

ó Federal Public Housing Assistance

ó Income-based eligibility (subscribers at or below 135% of the Federal Poverty Guidelines)

On July 31, 2018, Mountaineer Gas Company (Mountaineer) filed its annual Application for approval of an Intrastructure Replacement and Expansion Program for 2019 (2019 IREP) with revised IREP rates for 2019, pursuant to W.Va. Code Œ24-2-1k, which authorizes the Public Service Commission of West Virginia to approve cost recovery of projects to replace, upgrade and expand natural gas utility infrastructure that are deemed to be just and reasonable and in the public interest.

 

Mountaineer proposed to invest $119.8 million for infrastructure replacements and system upgrades from 2019 through 2023. Of The $40.2 million IREP investment projected in 2019, approximately $16.5 million was proposed as ongoing investment to expand and enhance service in Morgan, Berkeley and Jefferson Counties (Eastern Panhandle Expansion Project).

 

The Public Service Commission will conduct a hearing at 6:30 p.m. on Wednesday, October 24, 2018, at Shepherd University, Frank Arts Center, 260 University Drive, Shepherdstown, West Virginia, to receive public comment in this case.
