NOTICE OF FILING AND HEARING
On August 21, 2019, Mon Power and PE requested that this Commission open its annual review of Expanded Net Energy Costs (ENEC) for the historical review period of July 1, 2018 through June 30, 2019 and establish new ENEC rates to become effective January 1, 2020. The Companies request that the Commission approve a total decrease of $6,117,651. This amount consists of an actual $29,415,400 over-recovery deferred ENEC balance as of June 30, 2019, and a projected$16,782,012 under-recovery for the 2020 forecasted rate effective period. The proposed decrease also includes continued recovery of boiler modification capital costs for MATS/CSAPR compliance in the amount of $7,558,615 for 2020 and a refund of $1,042,877 from the true-up associated with the elimination of the energy efficiency rider. In support of the rate request, the Companies filed direct testimony from five witnesses with attached exhibits.
This matter is scheduled for an evidentiary on Friday, November 15, 2019. The hearing will begin at 9:30 a.m. in the Howard M. Cunningham Hearing Room, Public Service Commission, 201 Brooks Street, Charleston, West Virginia. Interested persons may attend the hearing and make public comment.
