REQUEST FOR EXPRESSION OF INTEREST

 

Pursuant to West Virginia Code Œ5G-1-3, Wirt County Board of Education is seeking expressions of interest from architectural/engineering firms for all professional services to design and provide construction administration for the following:

 

Provide architectural engineering services for SBA Renovation project for the Wirt County Primary and Middle School project.

 

Architects are invited to submit an expression of interest, to include a statement of qualifications, performance data, and other material information desired not later than March 22, 2018, close of business 3:00 p.m. (E.S.T.) at the Office of the Board of Education of Wirt County, 389 Mulberry Street, PO Box 189, Elizabeth, West Virginia 26143.

 

The project will include, but not be limited to: Develop, Design and Oversee the Renovation Project at the Wirt County Primary and Middle School.

 

A selection team will evaluate the statements of qualifications and will conduct discussions with at least three of the professional firms submitting these statements deemed to be the most highly qualified to provide the service required, rank such firms in order of preference, and submit to The Wirt County Board of Education for approval. The Board reserves the right to reject any or all Expressions of Interest received and to decide upon the issuance of a contract award in any manner deemed by it, in its sole discretion, to be in the best interests of the School District, and in accordance with West Virginia Code Œ5G-1-3.

The Wood-Washington-Wirt Interstate Planning Commission (WWW) is considering amendments and revisions to the Fiscal Years 2018-2021 Transportation Improvement Program (TIP) for the Wood County, West Virginia and Washington County, Ohio portions of the document. The TIP provides a list of highway, transit, and bicycle and pedestrian projects programmed over a four-period utilizing federal funds. In accordance with the public participation procedures for WWW, anyone interested in reviewing or commenting on the proposed project amendments can contact the WWW office at (304) 422-4993 ext. 125 or visit the agency website located at www.triplew.org for project specific information. Any comments related to the TIP amendments can be made by emailing them to randy.durst@movrc.org or by calling the above referenced number. All comments must be received by March 20, 2018. The WWW Policy Board will be requested to approve the TIP amendments during a regularly scheduled board meeting on March 21, 2018 at 10:00 AM in Executive Conference Room on the 2nd floor of the Parkersburg City Building located on the corner of Second Street and Avery Street. All WWW board meetings are open to the public. This notice of public involvement activities and time established for public review and comment satisfies the program of projects public participation requirements.

Parkersburg City Council will meet Tuesday, March 13, 2018 at 7:30 PM on the second floor of the Municipal Building at One Government Square, Parkersburg, WV, and consider the following ordinance on final reading:

 

AN ORDINANCE AMENDING AND RE-ENACTING

SECTION 955.01, DEFINITIONS, WITH THE ADDITION OF

SUBSECTIONS (r) AND (s) AND AMENDING SUBSECTION 955.03 (a), COLLECTIONS BY CITY, GENERAL PROVISIONS, AND AMENDING SUBSECTIONS (c) AND (d) OF SECTION 955.05, COLLECTION BY CITY OR PRIVATE COLLECTORS ONLY: RULES, AND SECTION 955.10, OTHER SERVICES MAY BE PROVIDED , OF ARTICLE 955, SOLID WASTE DISPOSAL.

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF PARKERSBURG that subsections (r) and (s) be added to Section 955.01, Definitions, and that Subsection 955.03 (a), General Provisions, and subsections (c) and (d) of Section 955.05, Collection By City or Private Collectors Only: Rules, of Article 955, Solid Waste Disposal, and Section 955.10, Other Services May Be Provided, of the Codified Ordinances of the City of Parkersburg be and they are hereby amended and re-enacted as follows:

 

955.01 Definitions;

 

(r) âCommercial locationã means any site or location where a licensed business is conducting work within the City and which work requires a building permit.

 

(s) âCommercial business or enterpriseã means any corporation, company, person, or other entity which has a business license issued by the City of Parkersburg or the State of West Virginia.

 

955.03 Collection By City:

 

(a) General Provisions. Solid waste collection and removal services for all residential units within the City limits shall be provided by the City and only in the manner and the extent provided in this article Such collection, removal and disposal of solid waste shall be performed by the Sanitation Division of the Department of Public Works.

 

955.05 Collection By City Or Private Collectors Only: Rules.

 

(c) Any commercial business or enterprise operating in a commercial location within the City shall employ the services of a private collector or trash hauler and which collector or hauler shall be authorized and licensed through the West Virginia Public Service Commission to conduct business in the state.

 

(d) Any commercial location shall have adequate containers to insure that no debris or other waste is deposited on the property or adjacent grounds. Small containers shall have lids that remain in use and which containers shall be emptied at least once per week. Commercial dumpsters or roll-offs shall be emptied at least once every 30 days or once they reach their capacity which ever first occurs

 

955.10 Other Services May Be Provided:

 

Notwithstanding any other provision of this article, the Director of the Department of Public Works, with the approval of the Mayor, may provide other services as they deem necessary or proper, consistent with this article, for the collection or periodic collection of solid waste to protect the public health, safety and welfare. Such other services may include, for residential units, the temporary rental of a 6 cubic foot dumpster. The rental of such dumpster shall Include one (1) time delivery, up to 7 days usage, pickup and disposal at a fee of $160 00. Continued temporary usage of the dumpster may be provided at an additional fee of $56.00 for each additional pick up and disposal. Pick up and disposal shall occur not less than 1 time per week.

 

Citizens are invited to appear and voice their opinion on this ordinance during the meeting.

Sealed Bids for the Improvements to Pleasants County Middle School will be received by Pleasants County Schools, 202 Fairview Drive, St. Marys, West Virginia, until 1:00pm, E.S.T., Thursday, April 5th 2018, for furnishing labor and materials and per­forming all Work set forth in the Contract Documents prepared by The Thrasher Group, Inc.  Immediately following the scheduled closing time for the reception of Bids, all proposals which have been submitted in accordance with the conditions of the Contract Documents will be publicly opened and read aloud.

 

The Work to be Bid upon is generally described as follows:

The improvements to the school will provide renovated showers and toilets in the Boys and Girls Locker Rooms, renovated Boys and Girls toilets at the schools’ rear main entrance, renovation of Staff Toilets in the Library, Cook’s toilet and hand wash sinks in the Kitchen and exterior doors replacement in the Natatorium.

 

The Work will be substantially completed 120 days from issuance of Notice to Commence with final completion 30 days after. Liquidated damages shall be $750 per day.

Complete sets of Bidding Documents may be obtained from the office of The Thrasher Group, Inc., 600 White Oaks Boulevard, P. O. Box 940, Bridgeport, WV 26330, for the following costs:

 

ó Bidding Documents issued as hard copy drawings and hard copy specifications are available for $100 per set.

ó Bidding Documents issued as digital drawings and digital specifications on a C.D., are available for $30 per set.

 

Amounts paid are not subject to refund.­

 

Bids shall be submitted using a three envelope system.

 

Valid Bid Bond, certification of receipt of addenda (SBA 184), Bid Certification Form (SBA 157) and a copy of the bidder’s valid WV Contractor’s License, a copy of WV Drug Free Work Place Affidavit (SBA 188) and the State of WV Purchasing Affidavit (SBA 182), shall be sealed in an opaque envelope labeled âEnvelope #1ã. The completed and signed bid form shall be sealed in an opaque envelope labeled âEnvelope #2 Bid Formã. Envelopes #1 and #2 and the SBA bid checklist (SBA Form 183) shall be addressed to the party receiving the Bids and shall be identified with the Project name, the Bidderás name and Bidder’s address. If the Bid is sent by mail, the sealed envelope shall be enclosed in a separate mailing envelope with the notation âSEALED BID ENCLOSEDã on the face thereof. Failure to provide any of the required documentation will result in disqualification of the bid being submitted.

 

A Bidder may not withdraw his Bid for a period of ninety (90)­ days after the date set for the opening of Bids.

 

Bids shall be accompanied by a Bid Bond payable to the Pleasants County Schools an amount equal to five percent (5%) of the Total Bid.

 

Bidders must hold a current West Virginia contractor’s license on the date of Bid Opening.

 

Bids received after the scheduled closing time for the reception of Bids will be returned unopened to the Bidders.

 

Pleasants County Schools reserves the right to reject any and all Bids.

 

A MANDATORY pre-bid conference will be held at the Pleasants County Schools Facilities Offices, 1009 Maple St., St. Marys, WV 26170, on Friday, March 16, 2018, at 11:00 a.m., E.S.T.
