CITY OF VIENNA PARKS

 

The City of Vienna is seeking proposals to select a firm to provide concession operation services for the City of Vienna Parks for the 2018 season. Interested firms must demonstrate experience in similar projects. The purpose of this competitive process is to select the firm which will provide the highest quality service at a competitive fee.

 

A copy of the RFP guidelines can be obtained at the office of the Purchasing Agent, Vienna City Hall, 609 29th Street, Vienna, WV 26105.

 

Sealed proposals will be received until 9:00am on Thursday, November 09, 2017 at the above address. Proposals received after that time will not be accepted and will be returned to the bidder unopened. Sealed proposals shall be clearly marked âRFP Vienna Parks Concessions.ã

 

All work performed shall be done according to regulations issued by the U.S. Government, the State of West Virginia, and the City of Vienna. Interested firms may contact Norm Harris, Parks and Recreation Director at (304) 295-5070, ext. 366, between the hours of 8:00am and 4:00pm, Monday through Friday, for additional information regarding the RFP guidelines. Vendors must be registered with the State of West Virginia. A city business license must be obtained and City Business and Occupation taxes paid before the final payment is rendered. Pursuant to the authority vested in the undersigned Trustee, by a Deed of Trust dated the 6th day of June, 2017, executed by David Fankhauser and Jeremy Woodford, to Kiley Boggs, Trustee, which said Deed of Trust is of record in the Office of the Clerk of the County Commission of Wood County, West Virginia, in Deed of Trust Book No. 1974, at Page 562.

An unsafe structure is one that is found to be dangerous to the life, health, property or safety of the public or the occupants of the structure by not providing minimum safeguards to protect or warn occupants in the event of fire, or because such structure contains unsafe equipment or is so damaged, decayed, dilapidated, structurally unsafe or of such faulty construction or unstable foundation, that partial or complete collapse is possible.

304.2 Protective treatment. (Exterior needs painted or sided)

All exterior surfaces, including but not limited to, doors, door and window frames, cornices, porches, trim, balconies, decks and fences, shall be maintained in good condition. Exterior wood surfaces, other than decay-resistant woods, shall be protected from the elements and decay by painting or other protective covering or treatment. Peeling, flaking and chipped paint shall be eliminated and surfaces repainted. All siding and masonry joints, as well as those between the building envelope and the perimeter of windows, doors and skylights, shall be maintained weather resistant and water tight. All metal surfaces subject to rust or corrosion shall be coated to inhibit such rust and corrosion, and all surfaces with rust or corrosion shall be stabilized and coated to inhibit future rust and corrosion. Oxidation stains shall be removed from exterior surfaces. Surfaces designed for stabilization by oxidation are exempt from this requirement.

All exterior property and premises shall be maintained in a clean, safe and sanitary condition. The occupant shall keep that part of the exterior property which such occupant occupies or controls in a clean and sanitary condition.

302.4 Weeds. (Overgrown and not properly maintained)

All premises and exterior property shall be maintained free from weeds or plant growth in excess of 10 inches. All noxious weeds shall be prohibited. Weeds shall be defined as all grasses, annual plants and vegetation, other than trees or shrubs provided; however, this term shall not include cultivated flowers and gardens.

 

Upon failure of the owner or agent having charge of a property to cut and destroy weeds after service of a notice of violation, they shall be subject to prosecution in accordance with Section 106.3 and as prescribed by the authority having jurisdiction. Upon failure to comply with the notice of violation, any duly authorized employee of the jurisdiction or contractor hired by the jurisdiction shall be authorized to enter upon the property in violation and cut and destroy the weeds growing thereon, and the costs of such removal shall be paid by the owner or agent responsible for the property.

RE: 1331 Dillaway Street

 

Proceedings under Chapter 8, Article 1776 of the Codified Ordinances of the City of Parkersburg, West Virginia, relative to a certain building located at 1331 Dillaway Street, Parkersburg, West Virginia.

 

You are hereby notified that after proper investigation, the City of Parkersburg has determined that a certain building located at 1331 Dillaway, Parkersburg, West Virginia, is in violation of the 2015 International Property Maintenance Code and is detrimental to the public welfare.

 

Said building is in violations of the following provisions of the 2015 International Property Maintenance Code:

 

ONE STORY YELLOW STRUCTURE

 

The above structure is an unsafe building and is unfit for human occupancy or use. It shall not be reoccupied without approval of the Code Official. PM 105.

 

Structure unsafe, unlawful because of the degree in which it lacks maintenance or is in disrepair and other essential equipment required by this Code PM 105.

 

1331 Dillaway Street

 

304.1 General. (Home needs to be on the Vacant Property Registration list as required. The exterior of the home is deteriorated. The home is a blight to the neighborhood.)

The exterior of a structure shall be maintained in good repair, structurally sound and sanitary so as not to pose a threat to the public health, safety or welfare.

304.7 Roofs and drainage. (Soffit and fascia need repaired/ gutters and downspouts need replaced)

The roof and flashing shall be sound, tight and not have defects that admit rain. Roof drainage shall be adequate to prevent dampness or deterioration in the walls or interior portion of the structure. Roof drains, gutters and downspouts shall be maintained in good repair and free from obstructions. Roof water shall not be discharged in a manner that creates a public nuisance.

304.5 Foundation walls. (Foundation repairs required)

All foundation walls shall be maintained plumb and free from open cracks and breaks and shall be kept in such condition so as to prevent the entry of rodents and other pests.

304.13 Window, skylight and door frames.(Window replacement required)

Every window, skylight, door and frame shall be kept in sound condition, good repair and weather tight.

 

You are therefore hereby directed to repair or demolish said building before the 15th day January 2018.

 

You are further notified that you have the right, within 10 days of the service of this notice, to demand a hearing before the Appeals Board at which meeting you shall have the right to be heard in full and introduce such relevant evidence and testimony as you desire. Such petition for an appeal must be in writing and must be delivered to the Code

 

Enforcement Division, Fourth Floor of the Municipal Building, Parkersburg, West Virginia. If written petition for an appeal is received, such hearing shall be held within 5 days, at a time and place to be designated by the Code Enforcement Division.

 

If no hearing is demanded by you, and said building is not repaired or demolished by the 15th day of January, 2018, then said building will be demolished by the City of Parkersburg, and a lien/suit will be taken against you and the Real Estate for the cost of demolition.
