FRIENDSHIP PARK ENHANCEMENT PROJECT

 

Sealed bids for the City of Parkersburg Friendship Park Enhancement Project will be received by the City of Parkersburg, West Virginia in the Office of the Finance Director, First Floor of the Municipal Building, One Government Square, (P0 Box 1627), Parkersburg, WV 26102 until 4:00PM local time on February 14th, 2017 and then at said office publicly opened and read aloud.

 

The general scope of work shall include the furnishing of all materials, labor, machinery, tools, appurtenances, equipment, transportation, utility services, other special structures, and all other means necessary to construct and complete the 2016 – 2017 Friendship Park Enhancement Project.

 

Bidding documents may be examined at the Office of the Finance Director, First Floor of the Municipal Building, One Government Square, (PO Box 1627), Parkersburg, WV 26102 or on the City of Parkersburgás official website under the àBidsá section at http://parkersburgcity.com/pc/ services-2/finance/bids/

 

An optional pre bid meeting will be offered on February 7th, 2017 at the Friendship Park Pavilion at 10:00 am. Please note that this meeting is not required to submit a bid

 

Bids may not be modified or withdrawn for a period of 60 days after receipt of bids without forfeiture of bid security, not as a penalty but as liquidated damages. A five percent (5%) bid bond or certified check must accompany all bids. Not necessary if bid alternative is not selected.

 

Bidders on this work will be required to comply with the presidentás Executive order Np. 11246 and 11.375 and 41 CFR 60 and âFHWA 1273ã, which prohibit discrimination in employing regarding race, creed, religion, color, sex, national origin, or physical disability.

 

Bidder must comply with the requirements for Affirmative Action and Minority Business Enterprises participation as described in the Federal Specifications insert to the contract documents. Special provision will be made by the bidder to show what portion of the bid within each division are supported by Minority Business Enterprises work. In addition, bidders may obtain, upon request, information concerning local MBE firms.

 

The City of Parkersburg reserves the right to waive any informality in the bid and reject any or all bids.

The City of Parkersburg is soliciting proposals to select a firm to provide professional management services for the operation of the City Park Pool, Southwood Pool and the Southwood Park Waterslide for the 2017 Season. Interested firms must demonstrate experience in similar projects as the primary management firm. Written proposal will be accepted by the Finance Department of the City of Parkersburg, 1st Floor, #1 Government Square, P.O. Box 1627, Parkersburg, WV 26102 until 10:00 A.M. on Friday February 3, 2017. A copy of the Request for Proposal guidelines can be obtained from our website www.parkersburgcity.com

 

The purpose of this competitive process is to select the firm which will provide the highest quality service at a competitive fee. Accordingly, experience will be weighted heavily in this objective selection process. The firm judged most qualified will be asked to prepare a final proposal which shall include costs for said service. All firms making a submission must be prepared to provide a presentation to the selection committee. Presentations must include personnel who will oversee this project.

 

All work performed will be done in accordance with applicable regulations issued by the U.S. Government, the State of West Virginia and the City of Parkersburg. The City of Parkersburg will afford full opportunity to minority business enterprises and will not discriminate against any firm or individual on the basis of race, creed color, sex, age, disability or national origin.

Parkersburg, WV  26101 is applying to the West Virginia Infectious Medical Waste Program located at 350 Capitol Street, Room 313, Charleston, West Virginia 25301-3713, for a permit to construct and operate a Plasma Collection Center. Our treatment process is going to be contracting a licensed bio-hazard waste collection service, Stericycle, to pick-up and dispose of bio-hazardous waste.

 

The following is an estimation of the waste generated at the facility:

 

  1. Blood and blood products 3000 lbs/month
  2. Sharps 1300 lbs/month

Pursuant to Chapter 11, Article 3, Section 24 of the Code of the State of West Virginia, of 1931, as amended, upon a motion made by Robert K. Tebay, seconded by James E. Colombo and made unanimous by David Blair Couch, THE COUNTY COMMISSION OF WOOD COUNTY, will meet for the purpose of reviewing and equalizing the assessments made by the Assessor of the said County of Wood, for the year 2017 on the following dates: January 30, 2017 at 9:30 o’clock A.M., the Assessor shall submit the property books for the current year. Taxpayers may come before the Board of Review and Equalization January 30, February 2, 6, 9, 13 and 16, 2017, with each session beginning at 10:00 o’clock A.M. until 12:00 Noon, and if needed, afternoon appointments from 1:00 o’clock P.M. until 3:00 o’clock P.M. on said dates and concluding at 3:00 o’clock P.M. on the 16th day of February, 2017 for the purpose of hearing any and all complaints of taxpayers as to the assessments placed upon his or her property by the Assessor. Appointments will also be available February 6, 2017 from 5:00 P.M. to 7:00 P.M. by appointment only. Appointments for all hearings must be made through the County Administrator’s Office.

The County Commission shall proceed to examine and review the property books and shall add on the books, the names of persons, the value of personal property and descriptions and value of all real estate liable to assessments, which were omitted by the Assessor. They shall correct all errors in the names of persons, in the description of value of property and they shall cause to be done whatever else may be necessary to make the valuation comply with the provisions of this Chapter; but, in no case, shall any questions of classification or taxability be considered or reviewed.

IF ANY PERSON FAILS TO APPLY FOR RELIEF IN THIS MATTER, HE SHALL HAVE WAIVED HIS RIGHT TO ASK FOR CORRECTION IN HIS ASSESSMENT LIST FOR THE CURRENT YEAR, AND SHALL NOT, THEREAFTER, BE PERMITTED TO QUESTION THE CORRECTNESS OF HIS LIST AS FINALLY FIXED BY THE COUNTY COMMISSION, EXCEPT ON APPEAL TO THE CIRCUIT COURT.
