What is this report?

 

In compliance with the Safe Drinking Water Act Amendments, the Claywood Park Public Service District is providing its customers with this annual water quality report. This report explains where your water comes from, what it contains, and how it compares to standards set by regulatory agencies. The information in this report shows the results of our monitoring for the period of January 1st to December 31st, 2018 or earlier if not on a yearly schedule.

If you have any further questions, comments or suggestions, please attend any of our regularly scheduled water board meetings held on the 2nd Tuesday of every month at 2:00 PM in the District Office, 594 Davisville Road, Davisville, WV 26142. Where does my water come from?

 

Your water source is surface water from the Little Kanawha River.

 

Source Water Assessment

 

A Source Water Assessment was conducted in 2010 by the West Virginia Bureau for Public Health (WVBPH). The intake that supplies drinking water to the District has a higher susceptibility to contamination, due to the sensitive nature of surface water supplies and the potential contaminant sources identified within the area. This does not mean that this intake will become contaminated; only that conditions are such that the surface water could be impacted by a potential contaminant source.  Future contamination may be avoided by implementing protective measures. The source water assessment report which contains more information is available for review or a copy will be provided to you at our office during business hours or from the WVBPH 304-558-2981.

 

 

Why must water be treated?

 

All drinking water contains various amounts and kinds of contaminants. Federal and state regulations establish limits, controls, and treatment practices to minimize these contaminants and to reduce any subsequent health effects.

 

 

Contaminants in Water

 

In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. FDA regulations establish limits of contaminants in bottled water which must provide the same protection for public health.

 

Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of these contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the Environmental Protection Agency’s Safe Drinking Water Hotline

(800-426-4791).

 

The source of drinking water (both tap and bottled water) includes rivers, lakes, streams, ponds, reservoirs, springs, and wells.

As water travels over the surface of land or through the ground, it dissolves naturally-occurring minerals, and, in some cases radioactive material and can pick up substances resulting from the presence of animals or from human activity.

 

Contaminants that may be present in source water include:

 

Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations and wildlife.

 

Inorganic contaminants, such as salts and metals, which can be naturally-occurring, or result from urban storm water runoff, industrial or domestic wastewater discharges, oil and gas production, mining, farming.

 

Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban storm water runoff, and residential uses.

 

Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban storm water runoff, and septic systems.

 

Radioactive contaminants, which can be naturally-occurring or the result of oil, gas production and mining activities.

 

Some people may be more vulnerable to contaminants in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. EPA/CDC guidelines on appropriate means to lessen the risk of infection by cryptosporidium and other microbial contaminants are available from the Safe Drinking Water Hotline (800-426-4791).

 

 

 

Water Quality Data Table

 

     Definitions of terms and abbreviations used in the table or report:

 

ó MCLG – Maximum Contaminant Level Goal, or the level of a contaminant in drinking water below which there is no known                                               or expected risk to health. MCLGs allow for a margin of safety.

ó MCL – Maximum Contaminant Level, or the highest level of a contaminant that is allowed in drinking water. MCLs are set           as close to the MCLGs as feasible using the best available treatment technique.

ó MRDLG – Maximum Residual Disinfectant Level Goal, or the level of drinking water disinfectant below which there is no           known or expected risk to health. MRDLGs do not reflect benefits of use of disinfectants to control microbial contaminants.

ó MRDL – Maximum Residual Disinfectant Level, or the highest level of disinfectant allowed in drinking water. There is con          vincing evidence that addition of disinfectant is necessary to control microbial contaminants/

ó AL – Action Level, or the concentration of a contaminant which, when exceeded, triggers treatment or other requirements           which a water system must follow.

ó TT – Treatment Technique, or a required process intended to reduce the level of a contaminant in drinking water.

ó ppb – parts per billion or micrograms per liter

ó NTU – Nephelometric Turbidity Unit, used to measure cloudiness in water

Some people who drink water containing haloacetic acids in excess of the MCL over many years may have an increased risk of getting cancer.

WE ARE PLEASED TO REPORT THAT CLAYWOOD PARK PSD MET ALL FEDERAL AND STATE WATER STANDARDS FOR THE REPORTING YEAR 2018.

 

Additional Information:

All other water test results for the reporting year 2018 were all non-detects.

 

Turbidity is a measure of the cloudiness in the water. We monitor it because it is a good indicator of the effectiveness of our filtration system, 100% of monthly samples were less that 0.3 NTUás.

 

If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily for materials and components associated with service lines and home plumbing. The Claywood Park Public Service District is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your drinking water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead.

Notice is hereby given that Barons Bus Inc. is applying for a grant under 49 U.S.C. Section 5311(f). A general description of the grant proposal is as follows:

 

DESCRIPTION OF PROPOSED PROJECT

 

(1)  Barons Bus will continue to provide daily intercity bus service using 56 passenger MCI J4500 motor coaches, all are ADA equipped. This service will provide full intercity passenger, and interlining connections to the intercity bus network. Barons Bus will also offer package express service when available. Barons Bus will look to continue to offer ticketing agents when possible for customers to purchase tickets and have questions answered.

 

(2) Barons Bus will operate three daily round-trip intercity bus schedules originating or ending in Charleston. The first route will start daily in Charleston and operate highway I-77 to both Ripley and Parkersburg. The second route will start daily in Charleston and operate Highway I-79 to Morgantown. The third route will start 5 days a week in Charleston and operate Highway I-79 to Morgantown. This service will offer stops at Clendenin, Flatwoods or Sutton, Weston, Clarksburg and Fairmont. Both services will offer an interlining service to Greyhound Lines and other intercity carriers, offering service to over 3,800 destinations.

 

(3) Estimated cost of the project ­federal ($890,630) local match ($890,630)

 

(4) No persons, families, or businesses will be displaced by this project

 

(5) This proposed project will not have a significant environmental impact upon the service area.

 

(6) The special needs of elderly and disabled passengers will be given special attention. All Barons Buses are ADA accessible. All disabled passengers who require ADA assistance will be given. Any special needs of elderly and or disabled passengers will be provided per normal operating procedures for passengers with special needs.

 

(7)  Barons Bus currently operates buses which are fully ADA equipped. Barons Bus is in full compliance with federal mandated ADA regulations.

 

Should any 49 U.S.C. Section 5311 capital funds become available, purchased equipment may include, but not be limited to: buses, vans or other paratransit vehicles, radios and communications equipment, passenger shelters, wheelchair lifts and restraints, computer hardware/software, spare parts or components, and other durable goods.  Persons interested in holding a public hearing regarding the possible procurement of capital equipment must submit a written request within 15 days from the date of this notice.

 

The purpose of this notice is to afford affected citizens, private transportation providers, and other interested agencies an early opportunity to examine the proposal and offer comments and/or recommendations on the overall scope of the proposed project.  The grant proposal will be available for public inspection and comment for 15 days from the date of this notice.

GENERAL WV/NPDES WATER POLLUTION CONTROL PERMIT FOR DOMESTIC SEWAGE DISPOSAL SYSTEMS SERVING INDIVIDUAL RESIDENCES (FLOW < 600 GPD)

 

The Division of Water and Waste Management is proposing to reissue a General WV/NPDES Water Pollution Control Permit to regulate discharges from domestic sewage disposal systems which have flows of 600 GPD or less serving individual residences. The General Permit will authorize the installation, operation and maintenance of domestic sewage disposal systems, or parts thereof, and the direct discharge of treated wastewater to the waters of the state. All facilities that are currently permitted shall be required by the agency to renew their current WV/NPDES Water Pollution Control Permit for small sewage treatment systems, serving individual residences and small commercial facilities through this reissued permit. It is proposed that this General Permit be issued for five (5) years.

 

Described below are some important aspects of the

General Permit Program.

 

  1. This roposed general permit will be a reissued permit. Currently, the DWWM has an agreement with the Bureau for Public Health for small sewage treatment systems serving individual residences, also known as home aeration units (HAU). The agreement prohibits the Bureau for Public Health from granting approval for HAUs unless other means of treatment and disposal has proven ineffective and a real potential health hazard exists. Also, WV Code 64, Series 9 allows the use of HAUs for new single-family residences. In order to protect public health and the water quality in the state, the DWWM proposes to reissue this general permit to regulate those discharges.

 

  1. All eligible existing facilities will be required to complete the general permit registration procedures before receiving coverage under this permit, except for those facilities registered since January 1, 2019. These facilities will automatically be covered under the new general permit once a new 5-year maintenance contract is in place. The DWWM will establish a treatment category prior to authorizing general permit coverage. The current general permit expires on June 30, 2019. However, it will be extended through December 31, 2019 to provide continued coverage during the reissuance process.

 

  1. Only those sewage treatment systems that serve the

connection of single-family dwellings, and the connection of small commercial facilities (food service facilities and industrial wastes are strictly prohibited) with flows of 600 GPD or less will be provided coverage under this permit.

 

  1. C overage under this permit will be required, through site registration, prior to construction of the facility.

 

  1. Coverage under this permit will be issued jointly to the owner and operator (maintenance contractor) of the facility. Facilities without a maintenance contract, minimum of five (5) years, will not be granted coverage under this permit.

 

  1. An applicant for new construction will be required to secure the wasteload allocation prior to filing application for coverage under this permit. This procedure is used to determine if the receiving stream is available for discharge and the type of treatment needed to protect the state Water Quality Standards.

 

  1. This general permit prohibits the permittees from cancelling the maintenance contract without prior approval of this agency. If either permittee makes a motion to terminate his or her maintenance contract with the other permittee, a Release Request form, if the maintenance contractor is requesting release, or a transfer form and contract with a new service provider, if the homeowner wishes to be released, shall be sent to our office for approval of such termination. At the discretion of the Division of Water and Waste Management, approval may be granted, and notification given. This is to further ensure that the permitted facility is properly operated and remains under a maintenance contract.

 

  1. Upon receipt of the registration application form, the Division will review the contained information and prescribed discharge load allocation and will assign each individual permittee to one of four (4) available treatment categories. Individual permittees must comply with the effluent limitations of their assigned treatment category and must provide the minimum treatment technology for their category.

 

The draft general permit and fact sheet may be inspected by appointment between 8 a.m. and 4 p.m., Monday through Friday at the Department of Environmental Protection, Public Information Office, 601 57th St. SE, Charleston, WV 25304. Copies of the document may be obtained at a nominal cost.
