Hydrostatic Testing Water General Water Pollution

The Department of Environmental Protection’s Division of Water and Waste Management (DWWM) is proposing to reissue a West Virginia Hydrostatic Testing Water General Permit
The West Virginia Hydrostatic Testing Water General Permit is intended to primarily cover discharges to waters of the State from the hydrostatic testing of new pipeline. The predominant type of pipeline tested is that utilized in the transmission and distribution of natural gas. However, other types of hydrostatic testing water may be discharged under this general permit such as, new or certified clean, pipelines and storage tanks. It is anticipated that approximately 60 projects per year will be eligible to obtain permit coverage under this general permit.
In accordance with 60 CSR 5.6.c., Tier 2 antidegradation reviews are not required for these discharges. The discharges to be covered under this general permit are short-term and will have limited impact. Coverage under this permit will require the development and implementation of appropriate sediment and erosion control measures to ensure that the receiving stream is properly protected. Also, these projects are typically related to the extension and/or replacement of natural gas or potable water pipelines which will result in a benefit to the general public.
All projects wishing to be covered under this General permit will be required to submit a site registration application form. Upon receipt of the registration application form, the DWWM will review it for completeness. The DWWM then will advise the applicant of its coverage under this permit.
The Draft Permit and Fact Sheet may be inspected by appointment between 8:00 a.m. and 4:00 p.m., Monday through Friday at the Department of Environmental Protection, Division of Water and Waste Management, Public Information Office, 57th Street SE, Charleston, WV 25304. Copies of the documents may be obtained from the Division at a nominal cost.

All comments received within this period will be considered prior to acting on the Draft Permit. Correspondence should include the name, address, and telephone number of the writer; and a concise statement of the nature of the issues being raised. Upon notification of sufficient interest, the Director shall hold a public hearing.
