Wirt County Commission
Sealed Bids for the completion of Wirt County Courthouse Exterior Masonry Restoration Project will be received by the Wirt County Commission at Wirt County Courthouse, Elizabeth, WV 26143 until 12:00PM March 31st, 2017 and then at said place publicly opened and read aloud.
Bids shall be submitted at the time and place indicated in the Advertisement for Bid. All Bids must be placed within a sealed envelope and shall include the notation âBID ENCLOSEDã on the face of it along with the Bidder’s name, address, and project name. Bids delivered via mail or other delivery system must be delivered by the above stated date and time of the Bid Opening.

This exterior masonry restoration project of the Wirt County Commission will serve to protect, preserve, and restore the exterior brick of the Wirt County Courthouse. The use of professional sealing and cleaning products with which the bidder has experience is required. Proper care is to be taken to maintain the brick facade of the courthouse in original color and tone while improving protection against the elements for the structural and interior components of the 105 year old building.
To maintain the durability and appearance of the brick exterior of the Wirt County Courthouse and to help in addressing some moisture issues on the interior, proposed work is expected to include a multi-step professional treatment of the exterior. Cracks, missing mortar, holes from hardware or damage, and any other noticeable openings of concern are to be patched or filled properly. Utilize 24 hour water soaking prior to cleaning if applicable. Clean the exterior brick by applying Prosoco Sure Klean heavy duty restoration cleaner, or other similar brand product, by scrub brush application or professional standard application. Use a pressure washer with adequate pressure for cleansing, but restricted to avoid damage to mortar, to rinse the cleaner. Once clean, apply one coat of Professional water sealant. All windows, doors, frames and wood trim will be covered or protected during the process.

A MANDATORY pre-bid conference will be held at the offices of the Wirt County Commission located at Wirt County Courthouse, Elizabeth WV 26143 on March 7th at 9:30a.m. Eastern Time. Attendance by all BIDDERS will be MANDATORY in order to bid and bid document packets will be provided at that time at no charge and a property walk-through will take place.
Bids shall be accompanied by a certified check or bank draft payable to the Wirt County Commission or a Bid Bond executed by the Bidder and a surety company approved by the Wirt County Commission, in the amount equal to five percent (5%) of the Bid, to guarantee the Bidder’s entrance into a Contract, if given the award.
No Bid may be withdrawn for a period of 90 days after the time of the opening of the Bids.
Per the requirements of the Article 21-11-11 of the Code of the State of West Virginia, any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that it has a Contractor’s license from the State of West Virginia and meets all the qualifications required by the statutes of the state and subdivision in which the Work is to be performed. Attention to the BIDDERS is called to the Instructions to Bidders, which are included in the proposed Contract Documents. Proposals shall be completed and properly executed in the proposal bid package supplied in the Specifications.
The Wirt County Commission reserves the right to reject any and all Bids or to increase or decrease or omit any item or items and/or award to the lowest and best BIDDER.
