NOTICE OF PUBLIC
HEARING
CITY OF PARKERSBURG
A public hearing will be held Tuesday, August 23, 2016 at 7:30 p.m in the City Council Chambers on the second floor of the Parkersburg Municipal Building, One Government Square.
The purpose of the hearing is to consider proposed amendments to the Parkersburg City Charter changing the qualifications for the Mayor and City Council and certain deadlines concerning the submission to and approval of the Cityás budget by Council and the State Auditor.
Proposed Amendment to Section 2.105, Qualifications of Councilmen and Section 3.102, Qualifications of Mayor.
The amendments eliminate the requirement that the Mayor and Councilmen be residents of the City for a minimum of two years prior to their election and that the Mayor be at least 25 years of age such requirements being in violation of the West Virginia State Constitution.
Proposed Amendment to Section 5.101, Submission of Budget, Section 5.105, Council Action on Budget, and Section 5.108, Administration of Budget.
The amendments change the dates for the submission of the Budget to City Council and the date upon which Council shall adopt the Budget and further require that any revisions to the Budget be approved by City Council and the State Auditor prior to their taking affect all as required by State Law and policy and procedure of the State Auditor
Any qualified voter or freeholder of the City of Parkersburg may appear at the hearing and file any objection to the proposed amendments, In writing, and if no objections are filed, the said amendments shall become operative ten (10) days thereafter and upon adoption by the City. Council.
