Rule 42T application to increase water rates and charges.
NOTICE OF EMERGENCY INTERIM RATE INCREASE
NOTICE is hereby given that the Union Williams Public Service District (ãDistrictã), a public utility, and the Pleasants County Development Authority (ãAuthorityã) a public utility have filed a joint application with the Public Service Commission of West Virginia, to increase rates and charges for furnishing water service to 3,212 customers. The District serves residential, commercial, public authority, and resale customers in Wood and Pleasants Counties. The District provides comprehensive operations and maintenance service to the 25 customers of the Authority in Pleasants County. The revenues and expenses of providing service to the Authority are reported in the District’s annual financial report, and were included in the Rule 42 Exhibit filed by the District with its application. The rates the Authority charges have always matched those charged to the District.
On the recommendation of Commission Staff, the Commission approved an emergency interim sewer rate increase for the District and the Authority effective for bills rendered after December 15, 2016, subject to refund. The Staff recommended an emergency interim rate increase to alleviate financial distress experienced by the District and the Authority. The interim rates will produce approximately $46,056 annually of additional revenue, an increase of 4.17 percent. The specific rates approved are as follows:
APPLICABILITY
Applicable within the entire territory served.
AVAILABILITY
Available for general domestic, commercial, industrial and sale for resale water service.
RATES (Customers with metered water supply)
First 3,000 gallons used per month $7.44 per 1,000 gallons
Next 7,000 gallons used per month $5.72 per 1,000 gallons
Next 90,000 gallons used per month $5.07 per 1,000 gallons
All over 100,000 gallons used per month $2.51 per 1,000 gallons
MINIMUM CHARGE
No bill will be rendered for less than the following based on meter size:
5/8 inch meter $14.88 per month
3/4 inch meter $22.32 per month
1 inch meter $37.20 per month
1/1/2 inch meter $74.40 per month
2 inch meter $119.04 per month
3 inch meter $238.08 per month
4 inch meter $372.00 per month
6 inch meter $744.00 per month
8 inch meter $1,190.40 per month
DELAYED PAYMENT PENALTY
The above schedule is net. On all accounts not paid in full when due, ten percent will be added to the net current amount unpaid. This delayed payment penalty is not interest and is to be collected only once for each bill where it is appropriate.
TAP FEE
The following charges are to be made whenever the utility installs a new tap to serve an applicant.
A tap fee of $100.00 will be charged to customers applying for service before construction is completed adjacent to the customer’s premises in connection with a certificate proceeding before the Commission.
This pre-construction tap fee will be invalid after the completion of construction adjacent to an applicant’s premises that is associated with a certificate proceeding.
A tap fee of $350.00 will be charged to customers who apply for service outside of a certificate proceeding before the Commission for each new tap to the system.
RECONNECTION
$20.00
To be charged whenever the supply of water is turned off for violation of rules, non-payment of bills or fraudulent use of water.
PRIVATE FIRE PROTECTION
3-inch service line with hydrants, sprinklers
and/or hose connections $ 3.13 monthly
4-inch service line with hydrants, sprinklers
and/or hose connections $ 5.21 monthly
6-inch service line with hydrants, sprinklers
and/or hose connections $10.42 monthly
RETURNED CHECK CHARGE
A service charge equal to the actual bank fee assessed to the District up to a maximum of $25.00 will be imposed upon any customer whose check for payment of charges is returned by the bank due to insufficient funds.
LEAK ADJUSTMENT
$0.56 Per 1,000 gallons is to be used when the bill reflects unusual consumption which can be attributed to eligible leakage on the customer’s side of the meter. This rate shall be applied to all such consumption above the customer’s historical average usage.
SECURITY DEPOSIT
Not to exceed two-twelfths (2/12) of the average annual usage of the applicant’s specific customer class, or fifty dollars, whichever is greater. This fee may be changed by applicable statutory provisions.
This emergency interim rate increase is applicable to all District and Authority customers, and is subject to refund if not justified in the determination of final rates through this proceeding.
A complete copy of the present authorized rates of the District and the Authority and of the proposed rates, as well as a representative of the District to provide any information requested concerning the proposed changes, is available to all customers, prospective customers, or their agents at the offices of the District in Williamstown, West Virginia.
