POLLUTANT DISCHARGE ELIMINATION SYSTEM WATER POLLUTION CONTROL PERMIT

Activity:
To modify the existing permit based upon an agreed settlement of an appeal to the Environmental Quality Board of certain terms and conditions of the permit. Wet weather management procedures have been addressed in the permit. Effluent limitations for chloroform, bromodichloromethane, and ammonia nitrogen have been revised at Outlet 001. The local limits for the permittee’s approved pretreatment program have been revised in the permit. The facility is designed to serve a population equivalent of approximately 100,000 persons in the City of Parkersburg, and environs, and the City of Vienna, and discharge treated wastewater through Outlet No. 001 to the Ohio River at Mile Point 183.3. Tier 1 protection is provided for the uses specified in Title 47, Series 2, Section 6 for Outlet No. 001.

Compliance shall be attained in accordance with the
provisions of Administrative Consent Order No. 4566,
issued on the 26th day of August 2002, and any amendments,
thereto.

On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the
“West Virginia Legislative Rules,” the State of West Virginia will act on the above application.

Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Such comments or requests should be addressed to:

The public comment period begins
March 12, 2020 and ends April 11, 2020.

Comments received within this period will be considered prior to acting on the permit application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.
