NOTICE OF
OPPORTUNITY FOR PUBLIC COMMENT RELATED TO
PASSENGER FACILITY CHARGES
The Wood County Airport Authority (the Authority dba Mid-Ohio Valley Regional Airport) is providing an opportunity for public comment related to our application to the Federal Aviation Administration (FAA) to Impose and Use a Passenger Facility Charge (PFC). The public may file comments for a period of at least 30 days, but no more than 45 days, after the date of public notification. This written notice is provided in accordance with the requirements contained in Federal Aviation Regulation 49 CFR Part 158.24 Passenger Facility Charge.
The Authority plans to continue the maximum PFC allowable of $4.50 per enplaned passenger. We anticipate collections will be used to reimburse the Authority for local matching funds that were expended on Airport Improvement Projects since 2004. The total amount of PFCás to be collected under this application is $206,578. The PFC expiration date for the projects described below is estimated to be December 31, 2022.
Project 3-54-0018-028-2004
The rehabilitation of Taxiways âJã and âGã which included the overlay Taxiway âJã south, the reconstruction of Taxiway âJã north and the Taxiway âGã reconfiguration at the runway intersection.
Phase 2 of the Improve Runway Safety Area project which included the design of the chosen alternative from the Runway Safety Area Study.
Phase 2 of the ARFF building improvement project which provided construction of a sewer line to connect the ARFF building to the new sanitary sewer.
Project 3-54-0018-029-2005
The rehabilitation of Taxiways âDã and âEã which included the overlay of Taxiway Dã and the overlay and repair of Taxiway âEã.
Phase 3 of the Improve Runway Safety Area project which included the construction of an area of approximately 740 feet by 150 feet wide and the placement of approximately 700,000 cubic yards of embankment. The project also included clearing, drainage, erosion control and perimeter security fencing. A haul road from the borrow area located on Airport property to the Runway 3 work site was constructed.
Project 3-54-0018-30-2006
The project included Phase 4 of the Improve Runway Safety Area project which included the construction of an area approximately 740 feet long by 350 feet wide and the placement of approximately 725,000 cubic yards of embankment. The project also included clearing and grubbing, a 340 foot runway extension and parallel taxiway extension, drainage, erosion control, perimeter security fencing, extension of HIRL and MITL systems, airfield signage, installation of new PAPI and REILs on Runway 21, installation of REILs on Runway 10, replacement of the existing windcone, relocation of Runway 21 threshold and remarking of runway and the relocation of the existing Runway 3 PAPI, glideslope, RVR and ASOS. The existing MALSR system on Runway 3 was also relocated to accommodate the runway extension.
The projects proposed to be funded have already been completed. The total capital cost of these projects was $19,060,417. Of this amount, the FAA provided grant funding under the Airport Improvement Program in the amount of $18,107,395. Grants from the West Virginia Aeronautics Commission of $476,511 funded a portion of the local share of the projects. The Authority used previously collected PFCs to pay a portion of the local share, $269,933. The balance remaining, $206,578, will be funded with the proposed future PFCás. Should the PFCás collected during this period exceed the reimbursement amounts on these projects, we propose the reimbursements be applied to future AIP projects at the Airport.
