To operate and maintain an existing sewage collection system serving the customers and businesses of the City of Vienna and its surrounding environs. The wastewater collection system is designed to serve 35,000 persons or equivalents and to convey the wastewater collected to the Parkersburg Utility Board wastewater treatment facility for ultimate treatment and discharge to the Ohio River.

On the basis of review of the application, the âWater Pollution Control Act (Chapter 22, Article 11-8(a),ã and the âWest Virginia Legislative Rules,ã the State of West Virginia will act on the above application.
Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Such comments or requests should be addressed to:

The public comment period begins December 10, 2018
and ends January 09, 2019.
Comments received within this period will be concidered prior to acting on the permit application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.
The application, draft permit and any required fact sheet may be inspected, by appointment, at the Division of Water and Waste Management Public Information Office, at 601 57th Street SE, Charleston, WV 25304-2345, between 8:00 a.m. and 4:00 p.m. on business days.
