ADVERTISEMENT FOR PROPOSALS

 

The City of Parkersburg will receive sealed bids for:

 

CONTRACT PMB-BP-2019

PARKERSBURG MEMORIAL BRIDGE

BRIDGE PAINTING CONTRACT

WOOD COUNTY, WEST VIRGINIA

 

Contract PMB­BP­2019 consists of painting the Parkersburg Memorial Bridge which is considered to be toxic.

 

Total steelwork to be painted is 182,169 square feet.

 

A MANDATORY PRE-BID meeting will be held on Monday, September 17, 2018 at 10:30am in the City Council Chambers located on the second floor of the City Building.

 

All work under this contract shall be completed by October 31, 2019.

 

Bids will be evaluated and awarded on a total bid basis and qualification data. The City reserves the right to

reject any and all bids. Certified payrolls are required with each invoice to indicate that West Virginia Division of Labor Wage Rates was paid to all personnel assigned to this project.

 

All work shall be done in accordance with and prospective bidders must comply with the requirements of the West Virginia Department of Transportation, Division of Highways Standard Specifications for Roads and Bridges, adopted 2017 and the latest Supplemental Specifications, except as modified by the Contract Documents, Special Provisions and Plans.

 

Bids will be received at the office of Finance, first floor, City Building, #1 Government Square, until 10:00 a.m., FRIDAY, OCTOBER 12, 2018 local time and at that time and place all bids shall be opened and read aloud. Vendors shall be registered in the State of West Virginia.

 

Proposals must be made upon the forms furnished by the City in the manner designated in the specifications and must be enclosed in sealed envelopes bearing the name and address of the bidder and the number of the contract on the outside and must be delivered at the place designated above on or before the day and hour named.

 

NO BID WILL BE ACCEPTED WITHOUT THE CONTRACTORS W.Va.LICENSE NUMBER BEING INCLUDED ON THE BID SUBMISSION.

 

Contract documents, including Technical specifications, are on file and may be obtained by interested bidders in the office of the Purchasing Director.

 

The cost of each set of contract documents will be $20.00 which is not subject to refund.

 

The check for contract documents shall be made payable to the City of Parkersburg. If you are paying with

cash, please have correct amount.

 

Each set of contract documents shall consist of CONTRACT PROPOSAL.

 

The successful bidder may be required to furnish and pay for satisfactory performance and payment bond or bonds.

 

Each bidder shall require a certified check, bank draft or acceptable surety bid bond in the amount equal to

five percent (5%) of the bid.

 

Bidders on this work will be required to comply with the Section 202 of Executive order No 11246. Pursuant to Bureau of Employment Programs (BEP) Rule 96 C.S.R.1 Implementation Rule dated June 30, 2000, Contractors requesting plans must furnish their FEIN Number, company name and any name they are doing business as. Firms listed in the BEP Default Directory will not be issued Bidding Documents.

 

Bidders on this work will be required to comply with the amended City of Parkersburg Ordinance Section(e) Article 135 pertaining to the use of local labor as part of purchasing procedures. Each contractor and subcontractor shall make a good faith effort to fill all vacant positions during the length of the project work

with local area residents.

 

The City reserves the right to reject any and all Proposals submitted and to waive any or all formalities in bidding, as it may deem in its best interest.
