ADVERTISEMENT FOR BIDS
Sealed Bids for Standby Generators (Vendor Bid) will be received by the Lubeck Public Service District, located at 301 Ox Johnson Lane, Washington, Wood County, West Virginia, until 2:00 p.m., L.P.T., on Thursday, August 23, 2018, at which time the Bids received will be publicly opened and read.
The appropriate quantities of work to be bid upon are described as follows:
Furnish and install to the Lubeck Public Service District, Washington, West Virginia, Two (2) standby natural gas generators with all necessary appurtenances as indicated on the plans and specifications.
The Work will be substantially completed within 120 days after the date when the Contract Times commence to run, and completed and ready for final payment within 140 days after the date when the Contract Times commence to run. Liquidated damages shall be $100.00/day.
The Issuing Office for the Bidding Documents is: The Thrasher Group, Inc., 600 White Oaks Blvd., Bridgeport, WV 26330. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 am to 5:00 pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below.
Complete sets of Bidding Documents may be obtained from the office of Thrasher, 600 White Oaks Boulevard, P.O. Box 940, Bridgeport, WV 26330, for the following costs
¯ Bidding Documents issued as hard copy specifications are available for $25.00 per set.
¯ Bidding Documents issued as digital specifications on a C.D., are available for $10.00 per set.
Amounts paid are not subject to refund.

A two envelope system will be used.
Envelope No. 1 must have the following information presented on the front:
Name and address of Bidder
Bid on Standby Generators (Vendor Bid)
Received by the Lubeck Public Service District
Envelope No. 2 labeled âBid Proposalã shall also be placed inside of Envelope #1.
Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR – 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 âBid Proposalã, will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 âBid Proposalã will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder.
A bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening bids.
The Lubeck Public Service District reserves the right to reject any and all bids.
A pre-bid conference will be held at 10:00 am local time on Thursday, August 9, 2018, at the Lubeck Public Service District, located at 301 Ox Johnson Lane, Washington, Wood County, West Virginia. Attendance at the pre-bid conference is highly encouraged but is not mandatory.
