NOTICE OF APPLICATION TO CHANGE RATES
MICHAEL L. LITTLE, DBA R & L TRASH SERVICE
CASE NO. 17-0349-MC-19A
On March 23, 2017, the Applicant, Michael L. Little, dba R&L Trash Service, tiled a Rule 19A application to increase its tariff rates and charges under P.S.C. M.C. No. F-6992.
On June 28, 2017, Staff filed its Final Joint Staff Memorandum recommending approval of a rate of $14.11 per month for residential service and an 11.66% across the board rate increase for commercial and industrial customers. Staff also recommends that the Applicant continue charging a bulky goods collection rate of up to $15 per pickup with a limit of two (2) bulky items per pickup per the Applicantás tariff According to Staff, its recommended rate will provide an operating ratio of 94.73% with a net income of $9,665 and a cash flow surplus of $14,969.
Staff also insists the Applicantás tariff includes specific language relating to the duty of the Applicant to notify residential customers that the Commissionás jurisdiction extends to negotiable rates and charges, charges for bulky goods collection and charges for other large items
The Commission will adopt rates and charges for the Applicant which are the same as, greater than or less than the Staff recommended rates.
Anyone desiring to protest the changed rates and charges must do so, in writing, within ten (10) days of the date of publication of this notice. All protests should be addressed to the Executive Secretary, Public Service Commission of West Virginia, P. O. Box 812, Charleston, West Virginia 25323. To help the Commission determine the justification for additional review and investigation, protests must be specific as to the reasons that the changed rates and charges should be modified. In addition, anyone desiring a hearing in this matter must demand a hearing in the letter of protest.
If no substantial protest is filed, the Staff-recommended rates may be approved without hearing.
